Non‑exempt, full‑time position (40 hours per week, Monday‑Friday 7:30 am‑4:00 pm). Covers regular benefits.

This role manages Frederick County’s Cross Connection Control Program, ensuring compliance with state and federal regulations and protecting the county’s public water supply.

• Implement and administer the Cross Connection Control Program.
• Maintain program compliance with regulatory entities; update rules and regulations.
• Develop and implement enforcement plans; support formal enforcement actions.
• Ensure water customers comply with County, state, and federal cross‑connection regulations.
• Perform field investigations and inspections to identify and catalog backflow devices; maintain inspection records.
• Oversee review and approval of new commercial requests that require issuance of a backflow permit.
• Review and approve plumbing plans before a new backflow permit is issued.
• Prepare and mail periodic test and delinquency notices for device testing/replacement.
• Respond to inquiries from contractors, developers, engineers, and the public.
• Utilize Infor Land Management software to catalog backflow results, track annual requirements, and maintain contact information.
• Drive County vehicle to worksites for investigations and inspections.
• Perform other related duties as assigned.

• High school graduation or equivalency.
• Minimum 5 years of experience in a cross connection program (program administration or field investigation).
• Minimum 2 years of administrative work experience.
• Valid automobile operator’s license.
• Intermediate skills in Microsoft 365.
• Additional education may substitute for a portion of work experience.

• Backflow Prevention Assembly Tester Certification.
• Cross Connection Control Specialist Certification.
• Work experience in plumbing or piping systems.
• Training or experience with Infor Land Management Software.
• Experience in a local government setting.

• Requires sustained sitting; occasional walking, stooping, lifting up to 20 lb, and driving.
• Indoor and occasional outdoor work.

• Availability for varied evening, weekend, and holiday work hours.
• Must provide own transportation for meetings.
• Required certifications must be maintained throughout employment.
