Position: Communication and Outreach Coordinator (COC) East Frederick Rising

Position Summary

The Communication and Outreach Coordinator (COC) supports East Frederick Rising’s mission by strengthening community engagement, broadening organizational visibility, and facilitating communication between stakeholders and the EFR Board. This part-time position is funded by EFR general funds until supplemental grant funding is secured.

The Coordinator will work closely with the Board and staff to develop and implement a comprehensive communications and outreach strategy that builds community awareness, engagement, and support for East Frederick’s growth and revitalization.

Scope of Work
  • Become fluent in EFR’s vision, goals, objectives, and ongoing initiatives to effectively build support and serve as a liaison between residents, businesses, nonprofits, community leaders, and the EFR Board.
  • Collaborate with the EFR team to execute a communications and outreach plan that includes:
    • Growing EFR’s online presence (Facebook and Instagram) with engaging and educational content targeted to specific audiences.
    • Building and maintaining a network of East Frederick businesses with the long-term goal of establishing a business membership program.
    • Increasing awareness of EFR activities, including the Façade Improvement Program, and highlighting EFR’s role in the community.
    • Facilitating community engagement around local projects, initiatives, meetings, and events affecting the East Side.
    • Communicating a clear narrative of life on the East Side, including community strengths, needs, concerns, and opportunities.
Responsibilities
  • Attend monthly board meetings and participate in Communications and Outreach Committee meetings.
  • Manage all social media platforms (Instagram, Facebook, Linktree, Linked In) and share 2-3 posts a week (or as needed).
  • Coordinate, design, and deliver a quarterly email newsletter (goal of moving to monthly newsletters).
  • Update the EFR website monthly, including forms, surveys, links, board bios, and posts as needed.
  • Maintain and update a searchable business database.
  • Attend or monitor public meetings as allowable, providing clear summaries with graphic-supported posts.
  • Manage the  inbox and route emails appropriately.
  • Collaborate to create and maintain a community calendar of relevant meetings and events.
  • Develop and track analytics for four communications campaigns, posting 3–4 high-quality posts per week. Campaigns include:
    • “Meet Your Neighbors” – highlights local businesses, events, organizations, residential neighborhoods, and residents.
    • Redevelopment project updates (project- and policy-specific).
    • Community survey outreach.
    • Fourth campaign developed by the COC based on organizational needs.
  • Manage the  inbox and route emails appropriately.
  • Manage EFR’s email list using Mail Chimp and Word Press tools.
  • Assist with planning and organizing EFR events, including focus groups, as allowable within monthly hours or with discretionary funding.
  • Provide a formal three-month update to the Board.
  • Draft and send an introductory letter (with Board review) to key community stakeholders introducing the COC role and EFR’s mission.
Qualifications
  • Proven experience in social media management, content creation, and community engagement.
  • Strong writing, editing, and graphic design skills (experience with Canva, Adobe Suite, Mailchimp, Word Press, or similar tools preferred).
  • Experience developing outreach campaigns, newsletters, and stakeholder communications.
  • Ability to work independently, manage multiple projects, and meet deadlines.
  • Familiarity with local Frederick community, businesses, and government is a plus.
  • Proficiency with Microsoft Office, Word Press, and email marketing platforms (e.g., Mail Chimp).
