OverviewA PE
- Educator provides early intervention services to children aged birth‑to‑3 who are developmentally delayed, exhibit atypical development, or are diagnosed with a syndrome or condition likely to result in developmental delay. The role follows a parent‑coaching model focused on cognitive and play skill development. Because all early interventionists are cross‑trained, services may also target fine and gross motor skills, language development, self‑help/adaptive skills, and sensory integration.
and Responsibilities
- Administers, analyzes, and interprets results of standardized assessment instruments to evaluate and assess infant/toddler’s cognitive, language, social/emotional development, and self‑help skills; interviews parents/caregivers and prepares related reports.
- Develops appropriate goals and provides direct therapeutic intervention strategies integrated with family routines.
- Conducts parent training, including modeling, teaching, and coaching play‑based techniques.
- Provides support for parents and teaches parenting skills tailored to the child’s needs, including behavior modification techniques.
- Provides service coordination to families in accordance with Part C of IDEA and documents in chart.
- Takes part in a collaborative team with Service Coordinators, Physical Therapists, Occupational Therapists, and Speech Therapists to deliver a cohesive educational experience.
- Facilitates linkages and assists families in locating, developing, or obtaining community services and supports.
- Provides educational information to families about rights, responsibilities, and confidentiality.
- Assists in transition of services from early intervention to schools and advocates for appropriate services and treatment.
- Prepares and maintains case files, service plans, progress reports, and other documentation; prepares reports for Medicaid SPO, Waiver, Part C reimbursement, and other purposes.
- Attends and facilitates in‑service training and staff development.
- Participates on treatment and assessment teams.
- Testifies in court when required.
- Attends professional training to maintain licensure.
- Performs related duties as assigned.
Thorough knowledge of infant/child physical and intellectual development, developmental delays, and disabilities; working knowledge of related therapeutic principles and techniques; knowledge of assistive technology and assessment tools. Proficient in IDEA, Part C and B, and Virginia service guidelines. Skilled at conducting interviews, observing, assessing, and recording behaviors; establishing rapport and working relationships; communicating effectively orally and in writing; operating a vehicle; maintaining calm under stress;
preparing detailed records and electronic reports.
Bachelor’s or Master’s Degree in Education, Behavioral Sciences, or a related field and professional experience providing direct services to children and infants.
Licensure and CertificationsState certification as a Special Educator through VA Board of Education or a certificate in Family and Consumer Sciences; must earn and maintain state certification as a Part C Provider and Service Coordinator; certification in First Aid and Infant‑Child CPR; valid state driver’s license.
OtherMust possess all qualifications and skills required by federal and state regulations to bill Medicaid for the services provided. See Medicaid Billing Addendum.
Environmental & Physical ExposureWork may involve exposure to disagreeable conditions, interacting with clients who have unsanitary behaviors, poor hygiene, or contagious illnesses. Potential for violent or unsafe residences; requirements to drive in inclement weather and physically assist or lift children.
RelationshipsRequires advanced communication, social, and interpersonal skills, tact, and specialized techniques to elicit and convey information. Represents the program to clinical professionals, service providers, regulatory agencies, law enforcement, judicial authorities, and community stakeholders; leads meetings, conducts briefings, and makes presentations.
