Project Controls Analyst (PCA) – Utilities / Wind Projects

Location: Fredericton, New Brunswick
Work Model: Onsite – NB Power Head Office (515 King Street, Fredericton, NB)
Contract Length: 6 Months (potential extension based on performance and project needs)
Rate: $75 - $95 an hour
Start Date: June 15, 2026
Hours: 40 hours/week

About the Opportunity

We are currently seeking an experienced Project Controls Analyst (PCA) to support major capital utility projects for NB Power, including upcoming large-scale wind farm developments and fuel conversion initiatives. This position will play a critical role in project scheduling, cost control, forecasting, earned value management, and reporting across multiple capital projects. The successful candidate will work closely with project managers, contractors, stakeholders, and cross‑functional teams to ensure projects are delivered safely, efficiently, and within approved scope, schedule, and budget.

Preference will be given to candidates located in New Brunswick, as this is a fully onsite role with no per diem or relocation assistance provided.

Key Responsibilities
  • Develop, maintain, and monitor integrated project schedules using Primavera P6 and/or Microsoft Project
  • Establish project baselines and track schedule and cost performance against approved plans
  • Perform cost control, forecasting, variance analysis, and earned value management (EVM/EVA)
  • Prepare monthly project cost and schedule reports for investment governance and leadership review
  • Monitor critical path activities, schedule risks, and project milestones
  • Verify contractor progress claims against physical progress completed in the field
  • Support change management, risk management, and project controls governance processes
  • Track revisions to project schedules and cost forecasts
  • Assist with preparation and coordination of project documentation throughout the project lifecycle
  • Prepare month‑end accruals and support financial closeout activities
  • Ensure alignment between project schedules, estimates, operations, maintenance activities, and risk plans
  • Coordinate with internal teams, contractors, and stakeholders to resolve schedule or cost discrepancies
  • Support project managers with reporting, analysis, and project performance insights
  • Participate in lessons learned, audit activities, and continuous improvement initiatives
Required Qualifications
  • University degree in Engineering, Business Administration, Project Management, or a related discipline
  • Minimum 5 years of progressively responsible project controls experience on large capital projects
  • Previous experience within the electrical utility, renewable energy, transmission/distribution, or industrial infrastructure sectors strongly preferred
  • Strong experience with Primavera P6 and/or Microsoft Project
  • Cost control and forecasting
  • Earned Value Management (EVM)
  • Schedule development and critical path analysis
  • SAP Enterprise Management System reporting and inputs
  • Microsoft Office Suite (Excel, Word, Power Point, Share Point)
  • Proven ability to manage multiple projects and competing priorities simultaneously
  • Solid analytical, organizational, and problem‑solving skills
  • Excellent verbal and written communication skills
  • Ability to work independently and collaboratively within project teams
Preferred Qualifications
  • Previous wind farm, renewable energy, or utility infrastructure project experience
  • CAPM or PMP certification
  • Experience in estimating and/or cost engineering
  • AACE, CEP, CCEA, or Gold Seal certification considered an asset
  • Bilingualism (English/French) considered an asset
  • Experience supporting governance reporting and executive‑level project updates
