Assistant Deputy Minister (ADM) (Pay Band 11) Department of Intergovernmental Affairs Permanent Position Fredericton, NB Open Competition

The Department of Intergovernmental Affairs is seeking an accomplished and strategic executive to serve as Assistant Deputy Minister responsible for Federal/Provincial/Territorial relations, Trade Policy, La Francophonie, and the Office of Protocol. Reporting to the Deputy Minister, the ADM will provide leadership and strategic direction for New Brunswick's intergovernmental relations agenda, supporting collaboration with the Government of Canada, other provinces and territories, Indigenous governments and organizations, and key regional partners.

As a member of the senior leadership team, the ADM will play a critical role in advancing government priorities, supporting Cabinet decision-making, coordinating whole-of-government initiatives, and providing expert advice on complex policy, governance, and intergovernmental issues.

Role and Responsibilities

The successful candidate will:

  • Lead New Brunswick's intergovernmental affairs function and provide strategic advice on federal-provincial-territorial relations.
  • Support the Premier, Ministers, the Clerk, and senior officials in advancing government priorities through effective intergovernmental engagement.
  • Provide executive leadership for policy development, analysis, negotiations, and partnership initiatives involving multiple jurisdictions.
  • Coordinate whole-of-government responses to emerging national and regional issues.
  • Oversee the preparation of briefing materials, strategic communications, and decision-support documents.
  • Build and maintain strong relationships with senior officials across governments and partner organizations.
  • Lead a high-performing team and foster a culture of collaboration, accountability, innovation, and excellence in public service.
  • Support effective departmental management and contribute to government-wide priorities and transformation initiatives.
Essential Education Qualifications and Experience
  • A university degree in public administration, political science, law, economics, public policy, or a related field. A graduate degree would be considered an asset.
  • A minimum of 10 years of progressively responsible experience including senior leadership roles in government, public policy, intergovernmental affairs, strategic planning, or a related field.
  • Extensive experience advising senior executives, elected officials, or decision makers.
  • Demonstrated experience leading teams, managing complex projects, and achieving results in fast-paced environments.
  • Superior communication, negotiation, and relationship-management skills.
  • An equivalent combination of education, training, and experience may be considered.

Written and spoken competence in English and French is required. Please state your language capability.

Salary:
Pay Band 11- $142,922 to $157,300 per annum
