The Shared Analytics Branch within the Department of Health is seeking an experienced Project Manager Level 3 to lead the delivery of the Primary Care Integrated Analytics Solution initiative. The successful candidate will provide leadership for data and analytics projects, collaborate with business and technical stakeholders, and ensure successful Agile project delivery across the full project lifecycle.
This initiative aims to create a secure and governed analytics workplace that integrates primary care datasets from multiple healthcare systems into a trusted enterprise analytics platform supporting planning, reporting, evaluation, and decision‑making.
The Project Manager will act as the liaison between business stakeholders, product owners, technical teams, and executive leadership while ensuring project scope, timelines, risks, and deliverables are effectively managed.
Mandatory Requirements (M1–M5)- Education Requirement:
University Degree in Business Administration or Information Technology; OR College diploma related to Business Administration and/or IT with relevant qualified experience. - IM/IT
Experience:
Minimum 10 years of IM/IT experience. - Project Management
Experience:
Minimum 5 years as a Project Manager. - Full Lifecycle Delivery
Experience:
Minimum 2 years in full lifecycle project delivery.
- Lead Agile project delivery initiatives from initiation through implementation.
- Work closely with stakeholders to understand business objectives and desired outcomes.
- Build, prioritize, and manage project/product backlogs.
- Manage project scope, budget, timelines, quality, risks, issues, and communications.
- Facilitate Agile ceremonies including sprint planning, retrospectives, and status meetings.
- Coordinate with cross‑functional technical and business teams.
- Develop project deliverables including
- Project charters
- Phase initiation documents
- Project schedules
- Risk registers
- Change requests
- Status reports
- Conduct discovery sessions and document requirements/user stories.
- Translate business challenges into data and analytics solutions.
- Support planning, monitoring, evaluation, and reporting initiatives.
- Present updates to leadership, steering committees, and executive stakeholders.
- Ensure on‑time and on‑budget delivery of high‑quality solutions.
- Identify and mitigate project risks and stakeholder resistance points.
- Collaborate with data, analytics, architecture, and integration teams.
- IT Systems Development & Support – 5 years experience in:
- IT system development and support
- Creating project management deliverables
Preparing schedules and cost estimates - Applying project management best practices
- Cross‑Functional Team Leadership – 5 years experience leading:
- Cross‑functional business teams
- Technical teams
- Internal and external stakeholders
- Public Sector Experience – 3 years working in or for the Canadian public sector.
- IT Systems & Business Process Knowledge – 5 years demonstrated knowledge of:
- IT system concepts
- Business process impacts
- Enterprise solution alignment
- Project Management Certifications – One or more of the following active certifications: PMP, CAPM, PMI‑ACP, PRINCE2, Professional Scrum Master (PSM), or other recognized accreditation.
- Microsoft Office Experience – 5 years using Microsoft Office applications; minimum 2 years with the majority of the suite.
- Data & Analytics Experience – 5 years applying:
- Data and analytics methodologies
- Design principles
- Reporting frameworks
- High‑level analytics architectures
- Integration concepts
- Communication Skills – Strong written and verbal communication skills in English; experience communicating with Regional Health Authority staff, Business Analysts, Technical Analysts, Program Leads, and executive stakeholders.
