Job Description Summary

The Commissioning Manager will perform field engineering management, field inspections, construction and/or commissioning management, FAT at vendor workshops, develop ITPs, conduct contractor walkthroughs, perform contractor bid reviews and selection. This role leads the site construction and commissioning team for completion of site activities in accordance with project objectives, priorities, contracts, and ensures adherence to engineering construction plans and specifications. Success is measured by safety performance, predictable project construction cost, schedule compliance, and quality assurance of facilities and processes.

Responsibilities
  • Serve as the on-site point of contact for construction and commissioning management.
  • Oversee safety compliance including site orientation, work permits, job safety analysis, toolbox meetings, audits, and HSES events.
  • Verify receipt and inspection of materials and equipment, manage material non-conformities, and manage material custody transfer to contractors.
  • Manage all project documents from Project Development to Handover, ensuring deliverables meet required specifications and ensuring quality and consistency.
  • Manage and challenge external/internal suppliers of goods and services, including E&C and alliance EPCM to ensure project goals are met and that the scope is fully covered by vendors and contractors.
  • Expedite external/internal suppliers as needed to meet delivery goals.
  • Assist in maintaining a log of communications between external partners for reference.
  • Develop and manage construction and commissioning project schedule; actively report delays promptly to the Project Director/Manager.
  • Manage construction and pre-commissioning including timely response to RFIs (ideally < 48 hours).
  • Ensure the project execution plan is followed and assist in maintaining/updating the plan.
  • Manage field communication within the project between internal and external partners by following the communication plan and updating as required.
  • Support contract administration and provide support to the Project Manager during potential contractual disputes.
  • Ensure changes generated during project phases are tracked and approved in a timely fashion, including maintaining a change log and escalation of open changes.
  • Follow-up and prompt close-out of action items from construction and commissioning; monthly review with the Project Director/Manager.
  • Establish and maintain working knowledge of all aspects of the project to temporarily fill in for the Project Manager if required.
  • Provide inputs to influence construction and commissioning execution strategies during project development (e.g., contracting strategy, constructability reviews, work package breakdown, contractor qualifications, and execution plans).
Required Qualifications
  • High School Diploma
  • 5 years field construction and commissioning experience
Preferred Qualifications
  • BS in an Engineering discipline from an ABET-accredited university or college (preferred)
  • Previous experience managing multiple projects concurrently (a plus)
  • Industrial gas experience (a plus)
