HSE Manager

What You’ll Be Doing

• Design, implement, and sustain Health, Safety, and Environment (HSE) policies, procedures, and standards to ensure alignment with both local laws and international benchmarks.
• Conduct thorough internal and external HSE audits, identify areas for improvement, and ensure timely implementation of corrective measures.
• Manage safety planning and integrate it seamlessly into overall project strategies.
• Lead risk assessments, create risk mitigation plans, and oversee their execution throughout the lifecycle of each project.
• Promote a proactive safety culture through ongoing training, awareness campaigns, and competency development for all onsite staff.
• Offer technical expertise and mentorship to HSE officers and project teams to ensure uniformity in safety practices.
• Liaise with contractors, consultants, internal departments, and clients to align safety objectives and ensure smooth implementation.
• Supervise proper investigation and reporting of incidents and ensure learnings are applied to prevent recurrence.
• Review HSE requirements during tendering and assist in formulating compliance strategies for contract submissions.
• Ensure emergency response procedures are well established and regularly tested through drills.
• Track and report on HSE performance metrics (KPIs) to senior management and clients on a consistent basis.
• Work closely with design and construction teams to integrate HSE principles into engineering and operational planning.
• Stay current on UAE HSE laws, as well as global standards such as OSHA, ISO, and ANSI, and apply them to project frameworks.
• Represent the organization in client, regulatory, and public engagements concerning HSE issues.

• A bachelor’s degree in Engineering, Industrial Safety, Environmental Science, or a related discipline.
• At least 15 years of experience in HSE leadership roles, ideally in major rail or metro infrastructure projects.
• Possessing Lead Auditor Certification is a plus.
• In‑depth understanding of UAE HSE laws and regulatory frameworks.
• Proven ability in conducting risk evaluations, managing hazards, and leading incident investigations.
• Experience developing and delivering HSE training for multidisciplinary teams.
• Competence in client‑facing roles and stakeholder alignment.
• Proficient in managing HSE systems, compliance reviews, and audit processes.
• Strong leadership and team management capabilities with excellent problem‑solving skills.
• Effective communicator, capable of writing detailed reports, delivering impactful presentations, and liaising with authorities.
