The DepartmentThe role of the Community Development Department is to help Fremont become the sustainable, strategically urban community envisioned in the City's General Plan. Department activities include:

The department includes Planning, Building and Safety, Code Enforcement, Housing, and Environmental Services.

Code Enforcement Officer I Class SpecificationUnder supervision, performs investigative abatement work and enforcement work for State and local codes, ordinances and approval conditions related to use, maintenance and safety of land and structures; performs related duties as required.
This entry level classification in the Code Enforcement Officer series reports to the Senior Code Enforcement Officer and is characterized by the responsibility to learn to conduct investigations related to land use, zoning, dangerous structures, health and safety, signs, weed abatement and related municipal codes and ordinances, to determine violations and to gain compliance. Incumbents' assignments, objectives and work methods are specified, politically sensitive work is referred to the supervisor, review of work is ongoing and responsibility for achieving work objectives rests with a supervisor.
It is distinguished from the next higher classification of Code Enforcement Officer II by the latter's technical expertise, responsibility to perform fully qualified journey level work with a minimum of supervision and responsibility to provide training and technical expertise to Code Enforcement Officer I incumbents. Incumbents of this classification must advance to Code Enforcement Officer II by completion of probation, or will not successfully complete probation.
- Receives complaints of violations of city codes and ordinances for residential, commercial and industrial property in an assigned geographic area.
- Reviews case files, zoning, general plan and tract maps and other documentation relating to property involved in complaint.
- Conducts interviews, field investigations and site surveillance.
- Determines compliance requirements.
- Explains violations and alternative mitigation measures.
- Issues Warning Notices and Notices to Appear.
- Coordinates enforcement activities with other agencies.
- Generates reports and conducts research using computer.
- Assists processing of abatement orders.
