The Department

The role of the Community Development Department is to help Fremont become the sustainable, strategically urban community envisioned in the City's General Plan. Department activities include:

The department includes Planning, Building and Safety, Code Enforcement, Housing, and Environmental Services.

Code Enforcement Manager Class Specification

Under general direction manages, plans, organizes and directs the activities of the Community Preservation Section of the Development and Environmental Services Department; participates and collaborates with other City operations in achieving the long-term community and neighborhood preservation goals of the City of Fremont.

Class Characteristics

This is a single position-management classification reporting directly to the department director or designee. The incumbent is a working supervisor responsible for managing the unit responsible for enforcing City codes and ordinances related to the use, maintenance and safety of land and structures. The incumbent may be assigned cases. Methods of performing assigned responsibilities are largely at the discretion of the incumbent within the framework of City policies, rules and regulations.

This position is further characterized by the responsibility to develop partnerships between community members and city staff to solve problems. Incumbent will work collaboratively with business and community members to identify current and emerging issues and involve city staff in developing and implementing programs. Incumbent will utilize community engagement skills to promote collaborative problem solving, develop leadership and build skills both within the community and amongst city staff.

It is distinguished from the next lower classification of Senior Code Enforcement Officer by the responsibility to engage the community and to plan, organize and direct the activities of the Code Enforcement workgroup. This position expected to participate in community engagement, consensus building and promoting citizen and city dialogue as tools in building sustainable solutions to neighborhood problems. Incumbents of this classification may be required to work nights, weekends and holidays as necessary to complete assigned duties and responsibilities.

  • Plans, organizes, manages and directs, through subordinate staff, the work of a section engaged in code enforcement for commercial, industrial and residential property to ensure compliance with codes, regulations and ordinances.
  • Supervises subordinate staff.
  • Conducts field investigations, issues citation and follow through with assignment till resolution of code violations or closure of the case.
  • Develops and implements ongoing staff training programs.
  • Develops, interprets and communicates appropriate application of policy and operational procedures.
  • Reviews, monitors and provides technical expertise on operations, employee performance and administrative matters.
  • Participates in the investigation, preparation and presentation of cases for legal action.
  • Participates in hearing and court activities related to case prosecution.
  • Consults with other management staff to resolve interdepartmental conflict or concerns.
