Child Support Enforcement Worker – Norfolk or Fremont

, Department of Health and Human Services, Division of Child and Family Services is seeking a Child Support Enforcement Worker for the Norfolk or Fremont area. Under general supervision, the worker will review applications, establish paper and computer case records, enforce paternity and court orders, calculate child support guidelines, draft legal documents under attorney direction, and perform related work as required.
- Manages an assigned child support caseload and demonstrates critical‑thinking skills required to complete tasks independently.
- Reviews applications and establishes paper and computer case records.
- Enforces paternity and court orders for child support and medical support through legal and administrative processes.
- Obtains financial information from parties to calculate child support guidelines.
- Drafts petitions, stipulations, wage assignments, garnishments, contempt actions, and other documents under attorney direction.
- Negotiates and enters into agreements with non‑custodial parents, and initiates administrative enforcement actions.
- Files legal documents with the appropriate Clerk of the District Court, monitors time frames for service, and ensures timely progression of cases through the court system.
- Interviews clients on sensitive matters involving children born out of wedlock, schedules genetic testing for paternity, and witnesses the procedure for establishing a chain of evidence.
- Researches and verifies non‑custodial parent information on behalf of other states, ensuring correct filings for support collection.
- Monitors payments and initiates administrative enforcement actions such as income withholding, license suspension, and administrative attachment.
- Two years of work experience in a health and/or human services field or 24 semester hours of post‑high school education in behavior sciences, public/business administration, social sciences, or a closely related field.
- Experience with computer software programs.
- Knowledge of agency child support programs, policies, procedures, and statutes.
- Ability to interview for collecting customer information and assess customer needs.
- Strong communication, organizational, and problem‑solving skills.
- One or more years of experience working in the child support program.
- Experience using the CHARTS and N‑FOCUS systems.
- Experience analyzing, interpreting, and applying regulations for decision making.
- Bilingual proficiency, preferred.
- Understanding of child support court rules and program requirements.
- Proficiency in interviewing techniques and customer service.
- Ability to apply program rules and regulations accurately.
- Proficiency in computer systems, data organization, and time‑management tools.
- Excellent written communication for producing clear, concise narratives.
- Capacity to work independently in a fast‑paced environment with minimal supervision.
