Temporary Faculty Pool - Lecturer in Public Administration Department Overview

The Master of Public Administration (MPA) program at California State University, Fresno, housed in the Department of Political Science, provides a professional degree to individuals seeking to serve the public through the effective and ethical administration of public programmes. To accomplish this, the program faculty promote and teach the following core competencies: leading and managing in public governance; participating in and contributing to the public policy process;

analysing, synthesising, thinking critically, solving problems, and making decisions; articulating and applying a public service perspective; and communicating and interacting with a diverse and changing workforce and citizenry.

Position Summary

The MPA Program seeks part-time lecturers to teach one and three unit courses as needed. One unit courses are practitioner seminars related to the lecturer’s professional experience in Public Administration.

Note:

1‑unit classes may not run for the entire semester.

Graduate courses the department seeks to teach include:

  • Administrative law, public communications, strategic planning, funding and resource development, and other relevant topics for public and non‑profit administrators.
  • Other classes that may be identified as needed to fulfill educational goals of current students.
Instructor Responsibilities

Temporary faculty members are responsible for adherence to and implementation of university and system‑wide policies as directed in Academic Policy Manual 306, paragraph
2. Instructors prepare, deliver, conduct, proctor, and grade lectures, office hours, homework assignments, quizzes, class projects, and midterm and final exams. All classes must be offered and meet as scheduled throughout the semester, in the mode assigned and listed in the schedule of classes (i.e., asynchronous, synchronous, in‑person, or hybrid).

Conditional Appointment

Appointments are contingent upon budget and enrollment considerations and subject to the order of assignment in the CSU/CAFA collective bargaining agreement. Appointees must demonstrate eligibility to work in the United States (Fresno State is not a sponsoring agency for Temporary Faculty positions).

Compensation

Salary is commensurate with qualifications and experience within the CSU salary schedule (Class Code 2358 for Academic Year Lecturers). For a Master’s degree holder teaching full‑time (15 WTUs), the range is $5,507‑$6,677 per month. Starting salaries are usually at or near the minimum of the range; actual salary will be adjusted based on the number of WTUs assigned per term.

Anticipated Semester

The temporary faculty pool is continuously open and positions are filled as needed. The pool will remain in place for two academic terms; those wishing to remain beyond that must reapply. Available periods:

  • Fall 2025:
    August 18, 2025 - December 22, 2025
  • Spring 2026:
    January 15, 2026 - May 22, 2026

Required Qualifications Education

A Master’s degree or PhD in Public Administration, or a Doctorate of Public Administration (DPA) or related field.

Experience
  • Successful teaching experience in public administration or a related field at the undergraduate level.
  • Demonstrated commitment to excellence built on merit, talent, diversity, accessibility, and equal opportunity for all.
  • A commitment to teaching excellence at the undergraduate level, evidenced through prior teaching experiences and evaluations or other evidence.
  • Preferred Qualifications
  • Successful teaching experience at the graduate level.
  • Professional work experience in public administration, public service, or a related area.
