Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High‑Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500‑mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
Job DescriptionThe Construction Project Engineer serves as an engineer within the California High‑Speed Rail (CAHSR) Construction Office, providing critical technical expertise to support the successful delivery of construction packages. This position is responsible for ensuring engineering design and construction activities are completed in compliance with CAHSR technical standards, federal and state regulations, and industry best practices. The Construction Project Engineer provides technical review, design oversight, and field engineering support to resolve complex engineering issues, while coordinating across multidisciplinary teams, consultants, contractors, and regulatory agencies.
This role is essential in maintaining the integrity, safety, and quality of the nation’s first high‑speed rail system.

- Support the resolution of design and construction issues, including field engineering changes, RFIs, and non‑conformance reports
- Coordinate across disciplines (civil, structural, geotechnical, systems, and environmental) to ensure integration of design and construction activities
- Provide technical input during constructability reviews and value engineering assessments
- Take part in the management of contractor teams to bid, propose and deploy for construction. Monitor construction progress and support the Engineering Manager in ensuring quality, cost, and schedule adherence. Be proactive in solving any field issue to alleviate contractor impacts
- Assist in the development and maintenance of engineering procedures, technical criteria, construction, and project documentation
- Interface with contractors, consultants, local jurisdictions, and regulatory agencies as required for technical coordination
- Support risk identification and mitigation activities related to engineering and construction
- Other related duties may be assigned
Review and provide technical oversight of engineering submittals, construction drawings, and specifications for compliance with CAHSR standards and applicable codes
Job Requirements
- Accredited four (4) year degree or global equivalent in engineering field of study and eight (8) years of work‑related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors and visitors
- Job related technical knowledge necessary to complete the job
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
- Ability to attend to detail and work in a time‑conscious and time‑effective manner
Job Requirements
- Bachelor’s degree in civil engineering or related engineering discipline.
- Minimum of 5 years of progressively responsible engineering experience on major transportation or infrastructure projects, with emphasis on design review and construction support
