POSITION DESCRIPTION
Under general supervision, a Senior Water Distribution/Production Operator plans multiple projects and provides lead direction to crews involved in the construction, maintenance, and distribution of potable water for the City’s water system. The operator is the lead level class in the Water Distribution/Production series and leads, plans, organizes, and participates in work of skilled and semi‑skilled workers engaged in construction and operation of water distribution system infrastructures and/or groundwater production system infrastructures.
Depending on assignment, incumbents may be required to work weekends and holidays.
One vacancy currently exists in the Water Division within the Public Utilities Department. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the list is created, with the option of extending that period for up to a maximum of two years at the City's discretion.
PAY, BENEFITS, & WORK SCHEDULE- Unit 1 Classification – International Union of Operating Engineers, Stationary Engineers (Local 39)
- Health Insurance:
City contribution toward monthly premiums for PPO medical, dental and vision for employee and dependents. - Flexible Spending Account: IRS 125 Plan for health and dependent care expenses.
- Deferred Compensation:
Voluntary 457 plan with Fidelity Investments to increase retirement savings. - Vacation Leave:
Accrue 8–15 hours per month. - Sick Leave: 8 hours per month, available after 90 days.
- Supplemental Sick: 40 hours per fiscal year (80 hours lifetime maximum).
- Holidays:
Ten (10) City‑observed annual holidays plus birthday and two personal days. - Short‑Term Disability:
Provided through California SDI program. - Bilingual Premium: $100 per month.
- Health Reimbursement Arrangement:
Eligible retirees may use remaining Sick Leave balance at 80% of hourly rate to reimburse medical insurance and qualified medical expenses, tax‑free. - Retirement:
City of Fresno Retirement System; vested after 5 years of service;
City employees do not participate in Social Security. - Drop (Deferred Retirement Option Program):
Optional, voluntary program allowing employees to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City for up to 10 years. Minimum participation age 50 and vested.

THE REQUIREMENTSApplicants must meet the minimum qualifications on or before the posted filing deadline to qualify for the examination. Qualification does not assure a place on the eligible list.
Education: High School Diploma or equivalent GED.
Experience: Three (3) years of full‑time work experience in testing, cleaning, maintenance, inspection, repair, installation, replacement, construction, distribution, and operation of water systems.
Applicants must possess and maintain a valid Class “C” California Driver’s License and a valid Water Distribution Operator Certificate Grade D3 issued by the California State Water Resources Control Board. Selected candidates must pass a department interview and a Department of Justice fingerprint prior to employment.
ADDITIONAL INFORMATIONPhysical demands include heavy work exerting up to 100 pounds occasionally, up to 50 pounds frequently, and up to 20 pounds constantly to move objects. Additional demands: balancing, climbing, crawling, crouching, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, standing, stooping, talking, visual acuity, walking. Depending on assignment, a valid Commercial Class A or B California Driver’s License and a valid Backflow Certificate may be required.
