The Moran Company is pleased to partner with the Fresno Economic Opportunities Commission to recruit the organization's Chief Financial Officer.
Established in 1965 following the passage of the Economic Opportunity Act, Fresno Economic Opportunities Commission (https://fresnoeoc.org/) is one of the largest Community Action Agencies in the United States. Operating as a nonprofit 501(c)(3) organization with an annual operating budget of approximately $150 million, Fresno EOC employs over 1,000 dedicated staff members. Each year, the agency serves more than 100,000 Fresno County residents across 30+ comprehensive community programs—including Early Childhood Education (Head Start/Early Head Start), Energy Services, Health & Dental Services, Food & Nutrition, Local Conservation Corps, Youth Sanctuary Shelters, and Transit Services.
Fresno EOC is governed by an 18-member Board of Commissioners, representing public elected officials, business and community leaders, and low-income target area elected representatives. The agency's vast funding stream includes diverse federal, state, local, and private grant awards designed to empower individuals, foster self-sufficiency, and transform communities.
Fresno EOC seeks a strategic, experienced, and dynamic executive leader to serve as Chief Financial Officer (CFO). Reporting directly to the Chief Executive Officer (CEO) and serving as a key member of the Executive Leadership Team, the CFO provides overall fiscal stewardship, strategic direction, and rigorous financial control for the agency's complex $150M operational ecosystem.
The CFO will lead the organization's financial strategy, planning, budgeting, forecasting, and oversight of complex federal, state, and local funding streams. This role will direct accounting operations, financial systems, audits, compliance, treasury activities, and internal controls while advising executive leadership and the Board on financial performance, risks, and opportunities. The CFO will also build and lead a high‑performing finance and accounting team focused on accountability, accuracy, and continuous improvement.
The ideal candidate will have a bachelor's degree in accounting, finance, business administration, or a related field and at least seven years of progressively responsible financial management experience, including significant senior‑level leadership; an advanced degree or CPA/CMA designation is preferred. Candidates should bring strong expertise in nonprofit fund accounting, regulatory compliance, audits, risk management, internal controls, financial analysis, treasury functions, and financial management systems.
Experience with in a large nonprofit, public agency, Community Action Agency, or multi‑program human services organization is highly desirable, with senior‑level corporate or for‑profit financial management experience also preferred. The successful candidate will demonstrate a strong commitment to Fresno EOC's mission, strategic and operational versatility, excellent communication skills, and the ability to remain adaptable and effective while managing complex priorities and regulatory demands.
The projected compensation for this position, based on education and experience, is $180,000 - $220,000 annually. Compensation is supplemented by a benefits package including medical, dental and vision insurance, a retirement plan, PTO, sick leave, personal leave, and paid holidays. Relocation expenses are negotiable.
