Summary
The Compliance Specialist reports to the Compliance Director and is responsible for all aspects relating to replacement reserve management, program-based marketing obligations, evaluation of rents (maximization and compliance), reporting (internal/external recipients), compliance monitoring (program/building/physical compliance), lease-up support, including onsite income certification processing, provides property compliance support as needed, assists with special projects (travel to another site or remote as assigned), and provides training support/technical assistance/guidance, etc.
The Compliance Specialist acquires and maintains advanced-level capacity for compliance monitoring of various affordable housing programs, including, but not limited to, the Low-Income Housing Tax Credit (LIHTC) program, HUD programs (VASH, Section 8, 202 PRAC), Bond, HOME, AHP, MHP, HCD programs, various special needs housing programs, etc. The role requires travel up to 50% of the time and availability to travel to all locations where the organization conducts business, including out-of-state locations and extended stays.
A valid driver’s license and satisfactory motor vehicle record are required; candidates must be eligible to drive in both California and Arizona and meet the organization’s vehicle-use and insurance requirements.
- Perform all functions using various software programs/applications, including, but not limited to, Microsoft Office (Word, Excel, Outlook), Adobe Pro, Yardi, Smartsheet, etc.
- Maintenance of the Replacement Reserve log through Smartsheet, external systems as applicable, and related functions.
- Maintenance of the Reporting Log through Smartsheet and other internal systems as assigned.
- System maintenance for tasks and functions (e.g., Smartsheet, Yardi), including audit archives, data logs, spreadsheets, attachment logs, dashboards, anticipated audit logs. System administration is completed under the guidance of compliance management and internal policy.
- Assist the Compliance Management team with workflow development, workflow management, tracking systems, tools, and centralization of resources.
- Management of replacement reserve processes, data collection, analysis of acceptability, processing of requests, third-party approvals, adherence to property/program-specific requirements, tracking, and record retention.
- Assist with evaluations of tenant rents (max rent analysis for unsubsidized units, HCV contract rents, and HAP), ensure compliance with rental rules and utility allowances; develop discovery reports with recommendations and implement corrective action under guidance of the Compliance Director.
- Oversee program-based marketing obligations, including property/occupancy registrations with monthly updates, development of AFHMP, distribution of affirmative marketing, and monitoring of marketing efforts; coordinate with property management to resolve issues and track corrective actions to completion.
- Provide assistance with third-party reporting obligations (investor, lender, regulatory agency); manage internal reporting items, oversee tracking systems, and collaborate with team members to collect/evaluate information; oversee corrective action processes and monitor tasks through completion.
- Conduct monitoring for program compliance per established frequency/rules; perform monthly, quarterly, semiannual, and annual reviews, including targeted risk reviews, rent analysis, and QA.
- Provide onsite and remote lease-up support, including eligibility/occupancy review and approval, applicant/tenant file processing, third-party verification, digital record management, and first-year file clearance processes.
- Provide training, technical assistance, guidance, and support on special projects to property staff; assist with training efforts for other team members and property management personnel.
- Travel to properties across the portfolio for special projects as assigned, including recertifications and occupancy improvements.
