Job Description
  • Inspect site conditions prior to the start of construction activities to verify the compatibility of the site with the approved design and permanent works.
  • Check for obstructions and document existing site conditions through photographs to prevent potential damage to existing utilities, structures, and landscaping.
  • Review and verify materials delivered to the site for conformance with approved samples, specifications, and equipment lists; report any non‑conformances to the Resident Engineer (RE).
  • Ensure that all materials are properly stored and protected at the site to maintain quality and prevent damage or contamination.
  • Inspect construction of both temporary and permanent works to confirm compliance with contract documents, approved shop drawings, and project specifications.
  • Prepare and maintain accurate daily inspection logs, test reports, and site records in accordance with the Contract Administration Procedures Manual.
  • Monitor site safety practices and ensure that all works are carried out following approved safety procedures; report unsafe practices or incidents to the RE immediately.
  • Issue Non‑Conformance Reports (NCRs) and Site Observation Reports (SORs) for any deviation from approved materials, specifications or procedures, and follow up on corrective actions.
  • Assist in the inspection of completed works, prepare punch lists, and monitor testing, commissioning, and handover activities to ensure quality compliance.
  • Review and provide recommendations on Contractors’ Requests for Information (RFIs) related to civil materials and testing requirements.
  • Evaluate requests for material variances or substitutions and provide technical comments and recommendations to the RE for approval.
  • Read and interpret working drawings and related specifications, enforce compliance on‑site, and prepare inspection and material testing reports.
  • Coordinate with third‑party testing laboratories and ensure all material tests are performed as per project specifications and standards.
  • Ensure that all material approvals, test results, NCRs, and inspection records are properly documented and maintained for monthly reporting and project close‑out.
  • Coordinate with relevant authorities (e.g., Dubai Municipality, RTA, DEWA) for material approvals, testing, and compliance verification.
Qualifications

Bachelor’s degree or Diploma in Civil Engineering or a related discipline from an accredited institution.

Minimum of 7+ years of professional experience working as a Material Inspector, with a strong focus on large‑scale infrastructure projects. Candidates must have proven experience in:

  • Rail and Metro projects (such as UAE Metro, Etihad Rail, or similar international rail systems)
  • Freight rail or track infrastructure projects
    , including track works, ballast installation, and rail system components

Demonstrated in‑depth knowledge of railway construction materials
, including but not limited to rails, sleepers, ballast, sub‑ballast, fastening systems, concrete, and structural steel.

Solid understanding of track systems and rail infrastructure
, including material specifications, installation practices, and quality control measures specific to rail environments.

Hands‑on experience in material inspection, testing procedures, and quality assurance/quality control (QA/QC) in compliance with international standards such as ASTM, BS, EN, and project‑specific requirements.

Proven track record of working on major infrastructure projects within the UAE or GCC region
, with familiarity in local authority standards (e.g., RTA, DM, or Etihad Rail standards) considered a strong advantage.

Ability to effectively interpret technical specifications, drawings, and material submittals
, ensuring all materials meet required standards before and during project execution.
