Engineering Consulting Services Runway Rehabilitation

The Gainesville-Alachua County Regional Airport Authority (Authority) is seeking qualified consultants to provide professional engineering services for planned rehabilitation of the primary commercial runway, R/W 11-29, and associated taxiway work at the Gainesville Regional Airport (GNV) located at 3880 N.E. 39th Ave., Gainesville, FL. The anticipated project includes evaluation of runway strength requirements and complete pavement design and bidding documents for repaving/rehabilitation of the runway and associated repaving and/or reconstruction of associated Taxiway E connector pavements (E-1 through E-5).

The Scope of Work may ultimately include reconfiguration and rehabilitation of adjacent Taxiway B, including alteration of where Taxiway B connects to Runway 11-29, in accordance with the new Master Plan, now under way.

Design is anticipated to begin by the second quarter of 2026 and be completed by the first quarter of 2027.
Construction is anticipated to begin as early as late 2027, pending issuance of state and federal grants.

The successful Respondent will show extensive prior experience in similar airport facilities and familiarity with applicable FAA Advisory Circulars. A critical goal of the project will be to maximize the availability of the runway and minimize disruption to scheduled commercial passenger operations, as provided for in a thoughtful and realistic Safety and Phasing Plan. Consultation with airlines and major stakeholders as well as familiarity with and detailing the required capabilities of potential contractors is seen as critical to a successful plan.

The pavement design will properly support the anticipated airport fleet mix during the life of the pavement.

In selecting a consultant, the Authority is using a qualifications-based selection process conforming to FAA
Advisory Circular 150/5100-14E Architectural, Engineering, and Planning Consultant Services for Airport Grant
Projects. As such, fee information will not be considered in the selection process and shall not be submitted with the Statement. Fees will be negotiated for projects as federal funds become available. The agreement(s) between the Authority and the selected consultant will be subject to the latest Federal Contract Provisions for A/E Agreements.

This solicitation will in no way be construed as a commitment on the part of the Authority. The Authority reserves the right to reject any and all proposals submitted in response to this RFQ for any reason. Interested parties are advised that contact with Evaluation Committee members, Authority members and Authority employees, regarding RFQs, bids or contracts is strictly prohibited from the point of advertisement until a final award is made or protest is resolved.

All parties interested in providing these services should mail or hand deliver one original, clearly marked
“ORIGINAL”, and three (3) copies of its completed Qualifications Package, as required herein. All printed copies, plus one complete, digital copy furnished on a USB drive shall be submitted in a sealed envelope clearly labeled:

Deadline for submittals is 4:00 p.m., February 16, 2026. If submittals are hand delivered, they must be
delivered to the receptionist in the administrative office of the Gainesville Regional Airport where they will be dated, stamped and logged in. The official clock is located in the reception area of the administrative offices of the
Gainesville Regional Airport. Submissions received after this time will be returned unopened to the respondent.
