Overview

Position involves highly responsible administrative, technical, and supervisory work coordinating field assignments, conducting investigations, and processing violations of County zoning ordinances and regulations for the Code Administration Office. The role manages the Code Administration Office operations, staff, and all code programs including Property Maintenance, Nuisance Abatement, Minimum Housing, Zoning and Sign Code Enforcement, Commercial Landscape and Tree Protection, Solid Waste Code Enforcement, and the County's Rental Permitting Program.

Work is performed under the direction of a higher-level supervisor and is reviewed through conferences, reports, and observation of results. This is an emergency essential classification; during a disaster or emergency, all employees in this classification are required to work. Responsibilities
  • Manage day-to-day operations of the Code Administration Office and provide advice on interpretation and application of code administration policies and procedures.
  • Assign scope of work for each code program; perform moderately complex administrative and financial duties, including data analysis, monthly expense reviews, invoice reviews, and research on special projects.
  • Supervise and coordinate activities of subordinate employees, including planning, scheduling, performance reviews, training, and personnel actions.
  • Develop policies, procedures, processes, and short- and long-term plans related to Code Administration; manage the office budget and fund allocation.
  • Provide technical guidance to code officers; review, design, implement, and direct code administration/enforcement procedures.
  • Research and make recommendations related to regulatory ordinances to implement policy decisions.
  • Prepare written reports on field operations and assess the effectiveness of county codes; update complex codes and ordinances as needed; assist staff and the public with complex code interpretations, reports, and field inspections.
  • Ensure consistent administration and enforcement of county codes; process citizen service requests in a timely manner; handle citizen complaints and provide decisions based on sound judgment.
  • Provide evidence and testimony before Special Magistrate or other evidentiary bodies; give presentations to the Board of County Commissioners, citizen groups, and other boards.
  • Coordinate with other departments to enforce codes related to environmental protection, building permitting, zoning, land use, solid waste, and public health; develop new programs to regulate business activities as necessary.
  • Identify opportunities to improve service delivery; make recommendations for software, equipment, and staff levels to achieve goals.
  • Drive County and/or personal vehicle to perform duties; perform duties with professionalism and a sense of urgency.
  • Maintain knowledge of County zoning ordinances, state statutes, and sign ordinances; manage projects and coordinate with other departments; communicate effectively with contractors, architects, engineers, and the public.
Qualifications
  • Bachelor s degree in public or business administration, engineering, construction, architecture, or related field, with five years of code enforcement or related experience; two of the five years must be supervisory; or an equivalent combination of related training and experience. Applicants within six months of meeting the minimum education/experience requirement may be considered for trainee status.
  • Valid Florida Driver License required;
    Motor Vehicle Record must meet Alachua County policy #6-7. MVR will be reviewed prior to employment. If in the past 24-month period the MVR has more than three moving traffic infractions or three or more at-fault accidents (or combination of both and/or a DUI conviction/pending charge) the minimum qualifications are not met.
  • Florida Association of Code Enforcement certifications in Fundamentals of Code Enforcement, Administrative Aspects of Code Enforcement, and Legal Issues in Code Enforcement are required.
  • Must have or obtain Property Maintenance and Housing Inspector Certification within 12 months of hire in this classification.
  • Successful completion of a pre-employment drug screen, physical, and all applicable background checks (pre-hire and ongoing) are required.
  • Physical ability and environmental exposure requirements typical of site-office work; willingness to drive as needed.
Knowledge, Skills, and Abilities
  • Thorough knowledge of County zoning ordinances, policies, procedures, and methods of zoning inspection; understanding of Florida Statutes Chapter 162.
  • Significant knowledge of County-wide geography and the County s sign ordinances; ability to interpret case hearings with the Special Magistrate.
