Overview
The Texas Juvenile Justice Department seeks motivated candidates to conduct investigative work and serve in roles similar to “judge and prosecutor” in youths’ due process hearings. Hearing Specialists investigate alleged incidents by interviewing witnesses, reviewing video, reading witness statements, and collecting other available evidence. Hearing Specialists also serve as the decision-maker or “judge” by evaluating evidence and making determinations about the allegations.
Candidates with strong problem-solving skills, empathy, and proactive energy are well-suited for this role with TJJD.
Essential functions and related responsibilities:
- Staff Representative Functions: provide proper notice to youth, review incident reports and witness statements, interview witnesses, collect additional statements, review videos, determine appropriate allegations and dispositions, provide hearing notices to youth/advocate/parents, and present evidence at hearings, including questioning witnesses.
- Hearing Manager Functions: coordinate the hearing process, review and assess evidence for credibility, determine if the alleged violation is proven by preponderance of evidence, determine and coordinate dispositions, appoint youth advocates when needed, and coordinate with all parties.
- Functions Applicable to Both Roles: consult with staff attorneys, act as a program liaison with stakeholders, assist in policy and procedure development, monitor outcomes for disparities, educate youth and staff on due process hearings, and perform related duties as assigned.
- Compliance and Safety: perform duties in accordance with agency safety policies and procedures, report hazards, and complete required documentation in the event of an accident.
Bachelor’s degree with major coursework in criminal justice, social work, behavioral science, education, business, public administration, or a related field, plus two (2) years of related experience; or a high school diploma or equivalent with six (6) years of related experience. Related experience may include investigative work, case management, social work, parole/probation, or related roles; experience in assessing youth misconduct and dispute resolution.

Six (6) years of related experience with no bachelor's degree, in roles such as investigator, case manager, social worker, parole/probation, or related fields, including experience in assessing youth misconduct and resolution activities. Several substitutions and preference notes apply as listed in the original job description; degree or course hours from an accredited institution are required for minimum qualifications.
Preferred and Substitution DetailsPreference for experience working with youth in state facilities. Substitutions include: one year of experience may substitute for one year of college; undergraduate study hours may substitute for up to four years of experience; graduate study hours may substitute for up to two years of experience; professional certifications (paralegal or legal assistant) may substitute for portions of experience; prorated part-time experience may satisfy requirements.
