General Description

The Texas Juvenile Justice Department (TJJD) provides a trauma‑informed, holistic Alcohol or Other Drugs (AOD) Specialized Treatment Program to youth committed to the agency who have been assessed as needing AOD treatment in addition to participating in the agency’s Texas Model of Trauma‑Informed Corrections. The secure facility program consists of a high intensity treatment program at dedicated dorms, a moderate intensity outpatient delivery model at secure youth facilities and halfway houses, and a continuity of care program upon release into the community.

Perform substance abuse assessment and counseling for the AOD Specialized Treatment Program of youth adjudicated delinquent or felony offenses, committed by juvenile court and placed in a high‑security correctional facility. Work involves AOD psycho‑education/curriculum delivery; individual, family, and group counseling; discharge and release planning; and coordination with halfway house staff, parole officers, and contract treatment providers.

Essential Functions

• Interview, screen, and assess clients for program participation; provide substance abuse counseling and psycho educational classes or rehabilitative programs in individual and group formats.
• Complete weekly documentation of services for each youth in accordance with Case Management Standards (CMS) and AOD program requirements.
• Develop and monitor objectives/strategies to address AOD risk factors, increase protective factors, and ensure treatment delivery per the risk‑need‑responsivity principle.
• Monitor youth progress, update treatment objectives, and complete transition planning and discharge summaries for continuity of care and relapse risk management.
• Conduct program orientation sessions.
• Collaborate with transitional placement staff and AOD Specialized Treatment Program Specialist to identify appropriate after‑care services.
• Conduct and facilitate required groups, individual counseling, AOD psycho‑educational groups, and family contacts for assigned caseload; plan for leaves of absence to ensure continuity of group services.
• Participate in staff development related to the approved treatment program, group facilitation, CMS, AOD training, and renew mandatory training.
• Read, review, and apply information from youth records regarding health, safety, and security; provide relevant information to staff and comply with policies and regulations.
• Prepare and maintain records, forms, and reports required by CMS and the Texas Department of State Health Services (DSHS).
• Assist the case manager by developing individual treatment plans during youth enrollment.
