The Construction Project Manager provides comprehensive oversight and management of the college's capital construction projects. This position serves as the college's primary representative for all capital construction projects, ensuring successful delivery on time, within budget, and in compliance with all applicable codes, regulations and institutional standards.

Primary Responsibilities

Plan, coordinate and manage all phases of capital construction projects from pre-design through closeout and warranty periods.

Develop and maintain comprehensive project schedules, budgets and documentation for multiple concurrent projects.

Serve as primary liaison between the college and appropriate stakeholders, including but not limited to, architects, engineers, contractors and regulatory agencies.

Evaluate and recommend contract modification to Cabinet.

Review and approve capital construction documents, shop drawings, submittals and change orders.

Conduct regular site visits to monitor progress, quality, safety compliance and adherence to contract documents.

Manage capital construction budgets.

Review and process contractor payment applications and invoices.

Track project expenditures and prepare regular financial reports.

Ensure compliance with funding source requirements (state capital, bonds, grants).

Assist in preparation of bid documents and specifications.

Participate in contractor selection and bid evaluation processes.

Administer construction contracts and ensure contractor compliance.

Facilitate resolution of contract disputes and claims.

Coordinate construction activities with campus operations to minimize disruption of academic programs.

Attend weekly college cabinet meetings to share capital construction progress.

Prepare and present regular project status reports to senior leadership and board of trustees.

Organize and lead project meetings with design teams and contractors.

Ensure all construction activities comply with federal, state, and local building codes and regulations.

Monitor and enforce contractor safety programs and OSHA requirements.

Coordinate inspections with governing authorities and obtain necessary permits and approvals.

Ensure ADA compliance and accessibility standards are met in all projects.

Risk-management and loss-prevention activities

Actively participate in and carry out activities in support of the college risk-management program in a capacity appropriate to this position.

Monitor conditions, events and circumstances present in the college operation to avoid potential torts or injuries to students, staff or the general public, and then communicate observations to the appropriate supervisor and/or risk management committee.

Maintain a working knowledge of the college's emergency procedures and how to operate emergency phone systems; including internal/external call boxes.

Minimum Necessary Skills, Experience, and Educational Background

Bachelor's degree in construction management, engineering, architecture or related field required.

Minimum seven years of progressive experience in construction management, with at least three years managing projects valued at $5 million or more.

Experience with public sector or educational institutional construction.

Higher education facilities experience highly desirable.

Professional certifications (CCM, PMP, LEED AP or PE) preferred.

Thorough knowledge of construction methods, materials and building systems.

Strong understanding of Illinois capital construction regulations and public bidding requirements.

Proficiency in construction management software and Microsoft Office Suite.

Excellent project management, organizational and problem-solving skills.

Ability to read and interpret construction documents, specifications and blueprints.

Knowledge of building codes, ADA requirements and safety regulations.

Ability to manage multiple projects simultaneously and meet deadlines.

Strong financial acumen and budget management skills.

Strong written and verbal communication skills.

Valid Illinois driver's license

The ability to communicate successfully with clients of all ages, socio-economic status, gender or race.
