** General Description
** The purpose of this class is to work with Federal and State representatives to maximize reimbursable funds into the County.
** Duties and Responsibilities
**** The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
*** Works directly with state and federal agencies to ensure compliance with regulations.
* Directly administers small and large grant-funded projects and performs day-to-day grant management activities to ensure local, state and federal and even private requirements are met.
* Maintains active working relationships and communications with contractors, grant administrators, homeowners, vendors, and county departments.
* Performs grant compliance and detailed recordkeeping for all assigned programs.
* Prepares, completes, and submits monthly, quarterly, and annual reports as required by specific grant programs.
* Conducts civil rights and fair housing compliance monitoring and documentation.
* Facilitates environmental review processes by coordinating and managing third-party environmental review contractors.
* Performs financial management tasks including budget monitoring, cost eligibility review, payment tracking, preparing and submitting reimbursement requests.
* Performs Labor Standards Officer duties including direct compliance monitoring with the Davis-Bacon and Related Acts.
* Manages procurement activities including drafting solicitation documents and conducting procurement processes.
* Provides hands-on support for bidding processes, wage determinations, independent cost estimates, and compliance presentations to contractors.
* Monitors construction activities through direct site inspections and field documentation to ensure regulatory and contract compliance.
* Conducts site visits and facilitates meetings with contractors, vendors, and state and federal agency personnel.
* Performs real property acquisition oversight, coordination, and documentation activities.
* Maintains force account labor documentation including timekeeping records, equipment usage, and material tracking.
* Drafts, completes, and submits contract and grant closeout documentation including final reports, inspections, and required retention materials.
* Assists with development, preparation, and submission of grant applications.
* Identifies potential projects and determines eligible beneficiary areas.
* Determines beneficiary calculation methodologies in accordance with grant requirements.
* Reviews project budgets, scopes of work, and schedules for accuracy and compliance.
* Prepares and coordinates agenda items and supporting documentation for public meetings and Commissioners Court meetings.
* Reviews contractor invoices and construction documents for accuracy and compliance with state and federal regulations.
* Accepts and records homeowner payments for grant match requirements on private home elevation projects.
* Prepares contract documents for engineers, contractors, and homeowners.
* Maintains complete and accurate project and program files including warranties and homeowner records to meet statutory and grantor requirements.
* Directly responds to, tracks, and resolves applicant complaints and inquiries.
* Performs other related work as assigned.
** Minimum
Education and Experience Requirements:
** Graduation from an accredited college or university with a bachelor’s degree in a field closely related to Social Work, Public Administration, or Business Administration is required.
Experience in public or private sector management or administration, grant management, and preferably at least five years of grant-related experience.
** Physical Demands/Work Environment:

** Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
* The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.
The work is typically performed in an office.
