POSITION TITLE:

Sr. Project Manager
JOB CLASSIFICATION: Exempt
DEPARTMENT/PROGRAM: Office of Real Estate and Construction

REPORTS TO:

Director of Real Estate and Construction

SCHEDULE:

Monday - Friday, occasional weekends and evenings
PAY RANGE: $145K - $170K based on experience, education and qualifications.
SUPERVISORY RESPONSIBILITY:
Third-party project management consultants and other assigned construction personnel

PRIMARY PURPOSE

The Senior Project Manager is a strategic leadership role responsible for managing the design, planning, and execution of complex capital construction projects. This position oversees all phases of project delivery from design through closeout. This role requires deep knowledge of the construction industry, strong project management skills, and the ability to oversee multiple projects simultaneously. The Sr. Project Manager will manage and coordinate third‑party project management consultants and internal stakeholders to ensure projects are executed efficiently, on time, and within budget delivering high‑quality outcomes aligned with Diocesan standards, mission, and values.

ESSENTIAL FUNCTIONS

Because all Diocese of Orange employees represent the Roman Catholic Church, they are expected to conduct themselves according to the goals and mission of the Church in performing their work.

  • Lead, manage, and coordinate construction projects from feasibility and design through construction and closeout.
  • Supervise and evaluate third‑party project management consultants for performance, alignment with scope, and adherence to Diocesan procedures.
  • Develop project budgets, schedules, scopes of work, and phasing plans; provide ongoing cost and progress tracking.
  • Direct and monitor construction activities to ensure compliance with plans, specifications, building codes, and safety regulations.
  • Coordinate and facilitate preconstruction planning with architects, civil engineers, internal staff, and Diocesan leadership.
  • Oversee contract procurement process including RFP issuance, contractor selection, and contract negotiations.
  • Serve as primary liaison with city and county agencies for permitting, inspections, and regulatory approvals.
  • Address and resolve project delays, contractor disputes, change orders, and unforeseen field conditions.
  • Attend job walks and site inspections to verify project status, workmanship, and safety compliance.
  • Prepare and present project status /risk reports and provide clear and concise summaries for projects under ownership to leadership and management teams.
  • Approve contractor payments, verify completion of punch lists, and secure project closeout documentation.
  • Provide routine reports to leadership on project status, risks, and capital forecasts.
  • Support Real Estate and Construction leadership in aligning project execution with diocesan strategic and financial goals.
QUALIFICATIONS & EXPERIENCE

REQUIRED:

  • Must have owner-side experience (owner of project).
  • Proven experience in land development projects.
  • Hands‑on experience with ground‑up construction from planning through completion.
  • Minimum fifteen (15) years of construction and project management experience, including five (5) years in a senior or supervisory capacity.
  • Strong knowledge of California construction laws, building codes, contract administration, and permit processes.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, Project) and construction management platforms.
  • Excellent interpersonal, negotiation, and communication skills.
  • Demonstrated leadership in managing consultants, contractors, and multidisciplinary teams.
  • Ability to travel to job sites within the Diocese; valid California Driver License.

DESIRED:

  • Contractor's license or PMP certification.
  • Degree in Construction Management, Civil Engineering, Architecture, or a related field.
  • Familiarity with cemetery operations, infrastructure, and development standards.
  • Bi‑lingual in English/Spanish or English/Vietnamese.
  • Familiar with PM project tracking software.
PHYSICAL REQUIREMENTS

To perform duties of the job, the employee may on a regular basis be required to stand and walk for long periods, climb stairs or ladders, lift up to 50 pounds, operate office and inspection equipment, and communicate effectively. Visual acuity required for reading blueprints, reviewing plans, and conducting job site assessments.

Typical

Working Conditions:

Office environment, and active construction site settings. Exposure to weather, dust, noise, and construction hazards is expected.

Equipment Used: Basic computer equipment, keyboard, mouse, telephone, copier, facsimile, calculator and paper shredder.

Essential Physical Tasks: Verbal communication, movement around office and outside, remain stationary, walk for long periods, climb, reach, and occasionally carry materials as needed weighing up to 50 lbs.
