Responsible for implementing operational technology solutions that will improve Utilities Maintenance’s ability to provide optimal service to its customers. Manages Utility Maintenance Technology and Utility Maintenance Compliance team, comprised of technical personnel and field crews. Plan, organize, and direct the implementation of Utilities Maintenance’s City Works Administration, in-the-field Technology and Utility Maintenance Compliance services; develop goals and objectives. Advise and otherwise provide assistance to the Division Manager and other city personnel regarding Utility Maintenance Technology and Compliance applications, services or equipment;

supervise and participate in the training of city personnel in the uses and capacities of technical equipment. Work is performed under the general direction of the Division Manager. The following job functions are typical for a position of this nature. These are not to be construed as exclusive or all-inclusive. Other job functions and duties may be required as assigned. Percentages for each function are subject to fluctuations.

Key Responsibilities
  • Responsible for developing and supporting in the field Utility Maintenance Technology and Compliance; and developing creative use of technology tools and techniques for compliance, GIS data collection, maintenance, analysis, and display to improve infrastructure functions and related to Utilities Maintenance (20%).
  • Supervises, directs, and evaluates assigned staff, resolving employee concerns and problems, directing work. Provide technical guidance and assistance to subordinates and to department users in the development and implementation of systems and applications (15%).
  • Responsible for managing in the field technology hardware and software to ensure that they are used to their optimal capacity, properly maintained, updated and expanded as needed (15%).
  • Produces, maintains, and updates public utility data to assist utility maintenance and GIS staff, to maintain permit requirements and compliance; assures accuracy of data (10%).
  • Provides operational support to department staff through the production of reports, inspection videos, flow data, and bulk water billing (5%).
  • Responsible for managing SSO documentation along with maintaining and updating the City’s collections permit (5%).
  • Manages development of software applications within Utilities Maintenance, involving configuring, designing, testing, documenting applications, training users and resolving problems as needed (5%).
  • Investigates and recommends technology software, hardware and networking options and alternatives, including recommendations for funding (5%).
  • Conduct research and perform analysis; prepare and present reports regarding project feasibility, equipment utilization, project development, assist management, and the cost of applications (5%).
  • Assists the Division Manager in the preparation of the annual budget for technology activities (5%).
  • Keeps current on the latest utility technology technological advances by attending conferences and user group meetings (5%).
  • Perform City Works administrative duties and other tasks as required (5%).
Required Knowledge, Skills, and Abilities
  • Principles of Wastewater Collection Permit Compliance, Bulk Water, Leak Detection, Valve Exercising, CCTV, Flow Monitoring, Backflow, Cross Connection, and Fats, Oil and Grease.
  • Operation and applications of technology, methods, principles, and practices as related to water and sewer operations.
  • Ability to analyze problems and situations and to present appropriate facts and recommendations concisely in written and oral form.
  • Principles and practices of organization, administration, budgeting and personnel management.
  • Supervisory techniques and administrative practices and principles, including budget preparation and monitoring; ability to apply these principles and techniques.
Education / Experience
  • Bachelor’s degree in Environmental Science, Hydrology, Computer Science, or related field.
