Location:

Gatineau (hybrid – 3 days a week in office)

Duration: 1 year (240 days) – plus 4 240 day extension periods

The purpose of role is to define the scope and deliverables that apply to the provision of one Intermediate Financial Specialist to provide support services for the Quality Engineering Test Establishment (QETE) to work with the QETE Complex Task Coordinator and to define the client services requirement for this initiative.

QETE provides a wide range of technology-based test and investigative services to Government of Canada departments in support of engineering decisions throughout all phases of materiel acquisition and support. QETE provides technical advice, consultation, material evaluation, investigation, analysis, calibration and measurement, in the domains of mechanical and materials engineering, applied science, electrical engineering, measurement science and imagery.

Primary Responsibilities

• Identifying and liaising with clients with Salary Wage Envelope (SWE) cost recovery responsibilities.
• Drafting and coordinating the signing of Service Level Agreements (SLAs) and other inter-organization agreements such as Memoranda of Understanding (MOUs).
• Drafting and coordinating the signing of Spending Authorization Forms (SAFs).
• Monitoring the status of recovery actions, ensuring documents are approved prior to invoicing.
• Tracking expenditures on a project-by-project basis in support of QETE’s internal financial system.
• Preparing invoices and following up to confirm client acceptance and payment.
• Maintaining an up-to-date, auditable database of recovery actions, documentation, and forecasts.
• Providing monthly recovery briefings and SLA update reports.
• Advising QETE 6 Finance Team on outstanding recovery actions for execution.
• Preparing summary reports for each fiscal year’s recoveries.
• Preparing forecasts for out-years.

Proven Ability

• Must have Secret clearance
• Must have 1 year of experience in the last 5 years developing and maintaining Service Level Agreements
• Must have 2 years of experience in the last 5 years developing and maintaining one of the following:
• Memorandum of Understanding (MOUs), and/or
• Service Contracts
• Must have 2 years of experience in the last 5 years liaising with stakeholders to support financial and cost-recovery activities in both of the following:
• identifying and contacting clients for cost recovery, and
• liaising with stakeholders to determine and document agreed-upon cost-recovery amounts
• Must have 2 years of experience in the last 5 years with preparing client invoices and cost recovery administration in all 3 of the following:
• Preparing and issuing client invoices,
• Obtaining and documenting client acceptance, and
• Maintaining an up-to-date database of all cost-recovery, invoicing documentation, and long-term (multi-year) funding forecasts.
• Must have 2 years of experience in the last 5 years in 1 of the following:
• Using the following Microsoft office products:
  Word, Outlook, Excel, PowerPoint; or
• Two (2) Microsoft Office Suite course followed by twelve (12) months of combined experience in the last sixty (60) months using the following Microsoft office products:
  Word, Outlook, Excel, PowerPoint.
• Must have 1 year of experience in the last 5 years in each of the following tools:
• A visualization tool; such as Power BI
• A PDF editing tool; and
• A web-based collaboration tool.

Le but du rôle est de définir la portée et les livrables liés à la prestation des services d’un spécialiste financier intermédiaire afin d’offrir du soutien à l’Établissement d’essais techniques de la qualité (QETE), de travailler avec le coordonnateur des tâches complexes du QETE et de définir les exigences de services du client pour cette initiative.
