R&P is a small defense contractor providing Engineering, Logistics, Program Management, and Technical Services to government clients.
We are seeking a motivated Test and Trials Director to lead modernization testing at our Pascagoula waterfront team.
Responsibilities- Serve as Waterfront Test and Trials Director for Modernization, assisting our customer’s Principal Assistant Program Manager (PAPM) for Post Delivery and Modernization and the Program Manager’s Representative (PMR) in the management of modernization testing efforts.
- Assist in planning and making all modernization, system integration, and test and trial preparations for ship availabilities.
- Participate in, and in some cases chair, coordination meetings.
- Maintain close contact with the Program Management Office (PMO) through the DPMR and PMR to ensure lines of communication between various participants are maintained, to elicit support for program objectives, coordinate necessary changes to original program plans, and to ensure involved groups are acting in the best interests of the Government. Personal contacts are with management and technical personnel at other Government Offices to but not limited to Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Centers, Naval Air Systems Command (NAVAIR), US Space and Naval Warfare Systems Command (SPAWAR), Supervisor of Shipbuilding (SUPSHIP), USN Board of Inspection and Survey (INSURV), and project office members from private industry.
- Assist the PMR in the review of engineering change proposals, request for specification waivers, requests for specification deviations, and specific change notices for feasibility and acceptability.
- Develop and manage test, trial, and evaluation schedules.
- Anticipate major problems, recognize future needs, develop policies, standards, procedures and instruction for carrying out test team responsible tests and/or trials.
- Coordinate customer’s efforts regarding witnessing tests, documenting trial deficiencies, assigning responsibility for corrective actions and follow-on actions.
- Provide overall coordination of the various field activities, contractor, and other organizations participating in the development and implementation of tests; and coordinate the sea trial agendas with Government and contractors to include a system for organizing the performance and execution of the agendas both in-port and underway.
- Use a high-level of discernment and judgment to address a wide variety of interrelated subject matter, that can include technical, financial, contractual, programmatic, or other program office focus areas, requiring specialized ability to correlate and corroborate information into test products and plans.
- Provide leadership and expertise to develop and mature the Program Office’s Waterfront Test Team. Make determinations on resources to accomplish program objectives and apply technical expertise to various levels of operations. Advise customer on distribution of work and prioritize efforts.
- Participate in Integrated Product Team (IPT) environment consisting government, contractor, subcontractor, and vendor personnel who are both co-located and geographically dispersed.
- Represent the program office within the IPT environment for all aspects of Test including hull, mechanical and electrical (HM&E), combat systems, and command, control, communication, computers, intelligence, surveillance, and reconnaissance (C4
ISR) systems testing.
- Bachelor’s degree plus at least 20 years of relevant work experience. Higher degree can be substituted for years of experience.
- Experience in shipyard operations and engineering projects is required.
- In-depth understanding of ship systems is required to coordinate, de-conflict, and reschedule in-port and at-sea trial events.
- Experience with U.S. Navy or Coast Guard Shipbuilding and/or ship repair/modernization is preferred.
- Ability to coordinate large projects and the efforts of groups of people of diverse engineering/technical backgrounds.
