Details Mission and objectives
  • The IOM Mission in Ukraine was established in 1996. In linewith IOM''s global strategy, IOM Ukraine aims at advancing the understanding of the opportunities and challenges of migration inthe Ukrainian context.
  • The IOM Mission in Ukraine provides assistance to internallydisplaced persons (IDPs) and conflict-affected people, fightstrafficking in human beings, assists the Government in dealing withirregular migration, improving its migration management system, and creating migrant-inclusive health practices and policies. IOMsupports the development of comprehensive and evidence-basedmigration policies and legislation in line with international normsand builds government''s capacity in harnessing the developmentpotential of migration, among others, by creating incentives formigrants'' remittances investment and offering evidence-based policyadvice to enhance labour migration management.
  • During 24 years of presence in Ukraine, IOM has assisted overhalf a million migrants (Ukrainians and other nationalities), IDPs,potential migrants, victims of trafficking and other vulnerablegroups, directly or through its project partners.
Context
  • Within this portfolio, IOM''s Housing Programme contributes todurable solutions by expanding access to safe, affordable andenergy-efficient housing for internally displaced persons (IDPs) and other vulnerable groups, aligned with the Government of Ukrainepriorities and municipal recovery plans. IOM''s Housing Programmeimplements a diverse pipeline of housing interventions such asrehabilitation of existing buildings, repairs of conflict-damagedresidential stock, new construction, and innovativeprefabricated/modular solutions.
  • Under the overall supervision of the Chief of Mission and the Programme Coordinator (Housing & WASH), and the direct supervision of the National Project Officer (Senior Engineer), theUN Volunteer will support the monitoring of housing and infrastructure projects, repairs, and rehabilitations of damagedbuildings, in coordination with relevant colleagues, partners andmunicipalities. Also, when required, the incumbent will support construction activities regarding infrastructure repairs and refurbishment for other IOM programmes, including follow-up thework of contractors and laborers.
Task

description
  • Monitor construction activities and contractors continuouslyon-site, track progress against workplans and budgets and report potential delays in the implementation to the Programme Officer(Engineer) / National Project Officer (Senior Engineer).
  • Assist the National Project Officer (Senior Engineer) in conducting quality control and documenting progress of workson-site. Document and report changes and corrections where necessary and needed. Document any changes from original designs and plans and coordinate closely with the programme management and procurement units.
  • Assist the National Project Officer (Senior Engineer) in conducting technical assessments of damaged buildings and engineering networks. Support decision-making by compiling inputsand documenting observations to inform proposed repair options forreview and approval by senior engineers.
  • Monitor construction activities to ensure strict compliance with donors'' Health and Safety (H&S) measures. Highlight anyissues or gaps to the Programme Officer (Engineer) / National Project Officer (Senior Engineer).
  • Assist the National Project Officer (Senior Engineer) in drafting Bills of Quantities and Bills of Materials, and other necessary documentation based on national legislation and IOMstandards.
