Organizational context:
The United Nations Environment Programme (UNEP), specifically its Economy Division and Chemicals and Health Branch, leads global environmental efforts. This role supports UNEP's mandate to promote sustainable consumption, production, and the sound management of chemicals, contributing to international environmental agreements and national capacity‑building initiatives.

Job purpose:

This consultancy aims to establish the technical foundation for a national Globally Harmonised System of Classification and Labelling of Chemicals (GHS) capacity‑building programme in Vietnam. The purpose is to assess the existing legal, regulatory, and institutional framework, identify priority capacity‑building needs, and develop a comprehensive training programme with supporting materials tailored to Vietnam's context. The role contributes to enhancing chemical safety and hazard communication within the country, aligning with UNEP's objectives for sound chemical management and sustainable development.

Responsibilities:
The consultant will conduct an inception and technical planning phase, reviewing Vietnam's GHS‑related legislation, policies, and existing training resources. This includes consulting with UNEP and other stakeholders to identify technical priorities, target audiences, and capacity needs, and preparing a detailed workplan and programme structure. The role involves assessing capacity‑building needs and designing a comprehensive GHS training programme, including developing workshop agendas and technical content.

Key duties include creating training materials such as presentations, participant guides, and practical exercises, ensuring they are technically accurate and contextually relevant. Finally, the consultant will manage the review and finalisation of the capacity‑building package, incorporating feedback and submitting the complete materials in editable formats.

Education:

An advanced university degree (Master's or equivalent) in Chemistry, Chemical Engineering, Toxicology, Environmental Sciences, Occupational Health and Safety, or Chemical Safety is required. A first‑level degree with two additional years of relevant experience may be accepted.

Work experience:

A minimum of five years of professional experience in chemical management, chemical safety, or GHS implementation is required. Expertise in GHS hazard classification, labelling, SDS, and hazard communication is essential. Experience in needs assessment and designing technical training programmes on GHS or chemical safety is also required. Experience with Vietnam's chemical regulatory framework or supporting international chemical safety initiatives is desirable.

Skills:

Expertise in GHS hazard classification, chemical labelling, Safety Data Sheets (SDS), and hazard communication. Proven ability to assess capacity‑building needs and design technical training programmes and guidance materials. Experience in developing training content and materials. Fluency in English is required; fluency in Vietnamese is highly desirable.
