National Consultant, Green Public Financial Management Framework, Cambodia

Organizational context:
The United Nations Environment Programme (UNEP), through its Industry and Economy Division, supports sustainable public finance in Cambodia. This role contributes to the Partnership for Action on Green Economy, specifically assisting the Ministry of Economy and Finance and the General Secretariat for Public Financial Management Reform in aligning fiscal frameworks and budgets with sustainable development goals.

Job purpose:

This consultancy focuses on developing Cambodia's Green Public Financial Management (PFM) framework, an action plan, and a capacity development plan. The purpose is to equip Cambodian officials with the skills to integrate sustainability into the entire budget cycle, particularly public investment and procurement. The framework, available in Khmer and English, aims to inform and enhance the sustainability of public investments, ensuring alignment with national economic, social, and environmental objectives.

The role also involves contributing technical content for a Green PFM Symposium.

Responsibilities:
The consultant will develop the Green PFM framework, covering budget formulation, appraisal, execution, procurement, and reporting, with attention to data constraints and institutional arrangements. Responsibilities include preparing an inception note, work plan, and annotated outline. The consultant will also draft an action plan for framework implementation and a capacity development plan for officials. Technical preparation for the Green PFM Symposium, including concept notes and agendas, is required.

The role involves revising these documents based on feedback and delivering the final package in Khmer and English.

Education:

An advanced university degree (Master's or equivalent) in economics, public finance, public administration, public policy, or a related field is required. A first-level degree with additional qualifying experience may be accepted. Fluency in written and spoken Khmer and English is essential for drafting policy documents.

Work experience:

A minimum of five years of professional experience in public financial management, public investment management, budget policy, or public finance reform is required. Direct experience with Cambodia's public financial management system is essential. Experience in drafting policy frameworks and supporting high-level convenings is desirable. Familiarity with Cambodian finance laws and green taxonomy work is advantageous.
