Specialist, Debt to Health

We are looking for a Specialist, Debt to Health, immediately available, for a 2-month contract.

Our client is an international organization located in Geneva.

The Specialist, Debt to Health, will be responsible of the following:

• Participate to the implementation and expansion of the organization's Debt to Health initiative, using debt swap mechanisms to increase sustainable funding
• Structure, negotiate, and execute bilateral and tripartite debt swap agreements with governments, creditors, donors, and development partners
• Identify and develop new D2H opportunities, increasing both the number and value of debt conversion transactions while improving efficiency and reducing transaction costs
• Manage stakeholder relationships and coordinate with country teams, donors, government officials, and external partners throughout the lifecycle of D2H transactions
• Monitor the performance, compliance, and reporting requirements of D2H agreements, ensuring adherence to audit, governance, and contractual obligations
• Prepare reports and provide updates to internal governance bodies, including finance and approval committees, as well as external stakeholders such as creditors and debtor countries
• Represent the organization in external meetings, conferences, and discussions related to debt relief, debt management, innovative finance, and health financing
• Build strategic partnerships with development banks, bilateral donors, financial institutions, and other organizations to strengthen and expand innovative financing initiatives
• Support fundraising and donor engagement efforts by promoting new Debt to Health commitments and contributions
• Contribute to the organization's broader innovative and blended finance agenda, including developing blended finance transactions, managing investment pipelines, and fostering collaboration with multilateral development banks and other development finance institutions

The Specialist, Debt to Health we are looking for should bring the following background and experience :

• Advanced degree in Finance, Economics, Business Administration, Public Health, Health Economics, or a related field
• Strong expertise in development finance and innovative financing mechanisms, particularly blended finance, structured finance, or similar funding models
• Proven ability to originate, structure, and manage complex financial transactions in developing or emerging markets
• Demonstrated experience building and maintaining relationships with multilateral development banks, development finance institutions, donors, private investors, and corporate partners
• Strong stakeholder management skills, with the ability to work effectively in complex, matrixed, and multicultural environments
• Excellent analytical, communication, and problem-solving capabilities, coupled with an entrepreneurial mindset and a track record of developing innovative solutions
• Solid project management experience, including financial oversight, risk assessment, reporting, compliance, and coordination of cross-functional initiatives
• Deep interest in global health financing
