Position: ASSOCIATE CRIME PREVENTION AND CRIMINAL JUSTICE OFFICER,
Location: Genf

Key Responsibilities

1. Provide substantive support in coordinating and implementing the programmes and activities on enforcement matters of the CITES Secretariat

a) Strategic Partnerships and Coordination
  • Liaise with counterparts at national and international levels, including regional and subregional wildlife enforcement networks and national enforcement agencies, and assist in building strategic partnerships.
  • Foster collaboration with relevant stakeholders across the United Nations system, government authorities, intergovernmental and non-governmental organizations, and business partners.
  • Obtain and exchange relevant information and raise awareness of the strategic and operational priorities adopted by CITES governing bodies to combat wildlife and forest crime, including wildlife crime linked to the Internet, corruption, and money laundering facilitating illegal wildlife trade.
b) Programme and Project Management
  • Contribute to the formulation, development, implementation, coordination, backstopping, and evaluation of assigned technical cooperation programmes, projects, and activities.
  • Provide technical and administrative support to programme and project development and implementation.
  • Review, draft, and coordinate the timely preparation and submission of relevant documents and reports.
  • Monitor budgets, expenditures, and utilization of funds.
  • Identify problems and issues to be addressed and propose corrective actions.
  • Liaise with relevant parties, counterparts, and stakeholders, and track follow-up actions in accordance with the strategic and operational priorities established through CITES Decisions, Resolutions, and Recommendations on enforcement matters.
c) Human Resources Support
  • Assist in the recruitment of personnel for the office, section, unit, or programme by coordinating interview panels, evaluating applications and qualifications, and drafting recommendations, reports, and terms of reference or job descriptions.
d) Meeting and Conference Support
  • Provide administrative and substantive support to CITES consultative meetings, conferences, legislative and technical bodies, and intersessional working groups.
  • Propose agenda topics, identify participants, prepare background documentation and presentations, and coordinate logistical arrangements.
e) Outreach, Training, and Capacity Building
  • Undertake outreach activities.
  • Participate in the development, organization, coordination, and preparation of workshops, seminars, training courses, and special events.
  • Deliver presentations on assigned topics and activities.
f) Field Missions
  • Participate in technical field missions, providing substantive and administrative support, collecting data, and preparing mission reports.
g) Programme Planning and Resource Mobilization
  • Contribute to the formulation and preparation of programmes of work, work plans, public information initiatives, resource mobilization activities, and programme budgets.
  • Participate in meetings concerning the overall programme of the unit.
  • Attend to various administrative matters.
h) Data Analysis and Reporting
  • Contribute to the collection and analysis of data and the identification of trends and patterns.
  • Prepare draft insights through graphs, charts, tables, and reports using data visualization methods to support evidence-based planning, decision-making, presentations, and reporting.
  • Contribute specifically to the preparation and analysis of the annual CITES Illegal Trade Reports.
i) Other Duties
  • Engage closely and work cooperatively with other Secretariat units.
  • Perform additional duties as assigned, including tasks requested by the Secretary‑General.
Education Requirements
  • An advanced university degree (Master's degree or equivalent) in Criminal Law, Criminology, Law Enforcement, Environmental Law, Wildlife Law, or a related field is required.
  • A first‑level university degree combined with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree.
  • Successful completion of degree or non‑degree programmes in data analytics, business analytics, or data science is desirable.
