Project Context and Scope IOM's institutional strategy prioritizes integrity, transparency, and accountability as key cross‑cutting initiatives. As part of the Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment (OEP), the Ethics and Conduct Unit (ECO) plays a lead role in strengthening IOM's culture of integrity through policy and advisory work, training, and support to the Organization and all IOM personnel on ethical issues and IOM's Standards of Conduct.
Under the direct supervision of the Chief of ECO, and in close coordination with the Coordination and Support Associate for YDI and the Ethics and Integrity Officer point person for YDI, the Consultant will be entrusted with primary responsibility for the complete oversight and management of IOM’s 2026 Yearly Declaration of Interests (YDI) exercise.
Organizational Department / Unit to which the Consultant is contributing For the 2026 YDI cycle, ECO seeks a Consultant (Category
B) to review approximately 200 disclosure forms, ensuring compliance, accuracy, timeliness, and proper supporting documentation.
Responsibilities
Tasks to be performed under this contract
Output 1 – Review of Assigned YDI 2026 Disclosures
- Assess potential, actual, or perceived conflicts of interest.
- Identify inconsistencies, missing or incomplete information, and areas potentially requiring ECO’s input and guidance.
- Conduct follow‑up with personnel, as necessary, to clarify information provided.
- Issue a closure message to the personnel concerned including:
- The assessment of compliance; and
- Recommended mitigation measures, where applicable.
- Deliverable:
Individual written assessment (closure email) for each disclosure form that is reviewed. - Delivery timeline:
Rolling basis throughout the YDI 2026 review period.
Output 2 – Drafting of Case Notes and Recommendations
- Prepare concise notes for every disclosure form reviewed.
- Formulate clear and actionable recommendations (e.g., mitigation guidance, need for follow‑up, classification of risk).
- Coordinate with the Administrative Assistant to ensure accurate updates to internal databases.
- Liaise with the Chief of ECO whenever necessary to share issues or concerns, discuss sensitive matters, or obtain guidance on more complex disclosures.

Case notes uploaded in ECO’s repository for each submission. - Delivery timeline:
Rolling basis throughout the YDI 2026 review period.
Output 3 – Outreach and awareness‑raising on the YDI exercise
- Review and refine materials used for previous YDI outreach activities, including webinar content and supporting communication materials.
