ORGANIZATIONAL UNIT

The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy.

The General Secretariat ensures inter‑sectoral coordination and cooperation to advance a whole of ITU approach (One‑ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia.

The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.

BACKGROUND INFORMATION

Rapid advances in technology are raising complex policy questions for every country and sector.

The World Telecommunication/ICT Policy Forum (WTPF-26) provides a unique global space to exchange perspectives, explore emerging issues, and build consensus on the future of telecommunication and ICT policy. WTPF is a platform where diverse stakeholders can engage early in the policy process and contribute to shaping international approaches.

The objective of this consultancy is to develop and implement a communication strategy to strengthen ITU’s position and visibility across diverse audiences and relevant stakeholder networks related to WTPF 26 and associated events.

TERMS OF REFERENCE
  • Develop and implement a communication strategy to increase delegate registrations for WTPF 26 through targeted outreach across ITU editorial, web, audiovisual and social media platforms, as well as relevant stakeholder networks.
  • Produce high‑quality, audience‑focused editorial and multimedia content (including newsletters, blogs, media materials and digital content) to enhance ITU visibility and messaging related to WTPF 26 and associated events.
  • Strengthen ITU’s strategic positioning by promoting awareness of WTPF 26 in the lead‑up to the ITU Plenipotentiary Conference and other related events.
  • Translate key forum objectives, discussions and outcomes into clear, engaging and evidence‑based communication products tailored to diverse audiences.
  • Provide real‑time editorial support during the event, including messaging updates, content drafting and communication coordination.
