Organizational context:

The Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) was established by the UN General Assembly in June 2023. This role, currently based in Geneva, may be subject to relocation to Damascus, Syria, or other operational locations. The incumbent reports to a Human Rights Officer or Chief of Section.

Job purpose:

The Information Management Officer supports the IIMP by contributing to the formulation of policies, procedures, and guidelines for records and archives management. This includes developing and maintaining systems, managing information extraction, and providing expert advice on system design and infrastructure. The role involves leading training on eDiscovery, conducting research on information technology applications in records management, and assessing information systems from a recordkeeping perspective.

The officer will also provide advisory services organization-wide on recordkeeping practices, manage projects, evaluate emerging technologies, and oversee the implementation of electronic recordkeeping systems to ensure the preservation and accessibility of information assets.

Responsibilities:

Develop and implement policies, procedures, and guidelines for records and archives management, including non-current records and reference services. Lead the analysis of technical data structures for information extraction, ensuring data integrity and responding to complex user queries. Provide expert advice on information management systems, protocols, and infrastructure. Oversee the development and delivery of training programs on eDiscovery tools. Conduct research on information technology applications in records management, developing strategies for electronic records preservation and retrievability.

Assess and recommend information systems from a recordkeeping perspective, providing specifications for relevant technologies. Offer advisory services on recordkeeping practices, improvement strategies, and resource requirements. Manage projects, ensuring compliance with standards and guidelines. Evaluate and pilot emerging technologies for electronic recordkeeping systems and archival preservation. Provide technical services, including hardware/software evaluation, procurement, and oversight of electronic recordkeeping system implementation. Ensure the preservation of information assets with continuing value through appraisal, retention schedules, and management of storage contracts.

Manage access to records by applying cataloguing standards and advising users. Develop and implement policies for digital archives, including metadata requirements and security protocols. Manage information security, enforce classification restrictions, and ensure the physical security of records. Carry out managerial responsibilities for unit compliance, programme planning, budgeting, and human resources. Develop and coordinate client outreach strategies. Represent the Section in various forums, advocating for recordkeeping standards.

Train and supervise staff in information management functions. Analyze data to identify trends and provide insights for decision‑making.

Education:

An advanced university degree (Master’s or equivalent) in archival science, information science, information systems, social science, or a related field is required. A first‑level university degree with two additional years of qualifying experience may substitute for the advanced degree.

Work experience:

A minimum of seven years of progressive experience in archives management, record keeping, library science, or information management is required. Essential experience includes analyzing information with e-discovery software and managing the information lifecycle. Desirable experience includes data privacy/security protocols and database management with languages like SQL, Python, or R.
