Manager, Non-Health Products and Services Sourcing

Overview

The Global Fund works to accelerate the end of AIDS, tuberculosis, and malaria as epidemics. This role sits within the Sourcing team and will manage procurement of non‑health products and services across categories for the Secretariat.

Responsibilities
  • Strategic Category Management

    Leads the development and implementation of sourcing strategies for non‑health categories, maximizes value‑for‑money, ensures supply continuity and alignment with business requirements and organizational priorities, drives category planning, vendor selection, and contract execution, and identifies and implements best procurement practices through innovative strategies.

  • Third‑Party Managed Services

    Establishes and manages oversight capacity for outsourced and managed service providers, guides performance monitoring against SLAs, leads continuous improvement initiatives, coordinates with business teams to integrate 3rd‑party services, and delivers on sustainability and responsible procurement targets.

  • Strategy Implementation & Stewardship

    Engages with business owners to oversee implementation of category strategies, champions procurement policy, supports risk mitigation and audit readiness, streamlines procurement processes, ensures category contribution to Next Gen Market Shaping interventions, and enhances efficiency, compliance, and transparency.

  • Stakeholder Engagement and Supplier Performance Management

    Aligns with business teams on performance frameworks, builds relationships with suppliers, drives negotiations and performance reviews, resolves supplier performance issues, captures lessons learned, and ensures efficiencies in end‑to‑end processes.

  • People Management and Team Leadership

    Leads and develops a high‑performing team, fosters collaboration, drives annual workplans, provides coaching and mentoring, and acts as a role model for organizational values.

Qualifications
  • Essential:
    Advanced degree in business administration, supply chain management, public health, or a related field.
  • Desirable:
    Professional certification in procurement or supply chain (e.g., CIPS, CPSM).
Experience
  • Essential:
    Progressive experience in procurement and sourcing, including leadership roles in complex, matrixed organizations; experience managing outsourced procurement services and indirect spend categories such as IT, facilities, professional services; proven track record in leading high‑value tenders, supplier negotiations, and category strategy development; experience implementing procurement policy, process optimization, and performance frameworks.
  • Desirable:
    Minimum 10 years of experience in procurement and sourcing, experience working with UN agencies, Procurement Service Agents, or donor‑funded models, familiarity with the Global Fund’s operating model, governance, and sourcing frameworks, and experience in both public and private sector procurement in LMIC contexts.
