Location: Genf
Job Overview
Temporary position in Geneva, within the Secretariat of the Commission of Inquiry on the Syrian Arab Republic. The incumbent will report to the Coordinator of the Secretariat.
Responsibilities- Collect and analyse information to assist the Commission on security sector, military and police matters and advise Commission members and investigators.
- Gather and analyse data, produce mapping and analysis of the state security structure, including para‑military units, police, armed groups, command responsibility, troop movements and relationships between security institutions and militias.
- Advise on security sector matters and methods of warfare, including ballistics, weapons, military vehicles and aircraft.
- Participate in development of investigation strategies and plans.
- Provide assessment of operating environment for security forces, para‑military, militias and other forces.
- Investigate specific incidents assigned by the Investigations Team Leader and participate in field missions in coordination with the Team Leader.
- Identify units/troops and commanders deployed during key events.
- Establish liaison with security sector officers of relevant countries when directed by the Coordinator.
- Provide internal analysis and briefings on military and security sector issues and inputs for the Commission’s reports.
- Advise investigators on gathering information on alleged perpetrators of human rights and international humanitarian law violations.
- Integrate gender perspective in all areas of responsibility.
- Perform other duties as required.
- In‑depth knowledge of military/security force structures and command chains for both state and non‑state actors.
- Experience conducting military/security force intelligence and applying IHRL, IHL, or ICC law in evaluating their actions.
- Professional competence, mastery of subject matter, conscientiousness, efficiency, and motivation driven by professional concerns.
- Strong teamwork, collaboration, willingness to learn, and ability to support group decisions.
- Excellent planning and organising, risk anticipation, and efficient use of time.
- Effective communication, clear speaking and writing, active listening, and adaptability to different audiences.
Graduate of a National Command and Staff College or National War/Defense College (may substitute first‑level/advanced university degree). An advanced university degree (Master’s or equivalent) in security management, security studies, military studies or related disciplines is highly desirable.
Work ExperienceMinimum of seven years of progressively responsible military experience. Experience applying international humanitarian law is required. Experience with the United Nations or similar regional/international organizations is desirable, as is prior advisory work in human rights or international criminal investigations and relevant regional experience.
LanguagesEnglish and French are the working languages. English is required;
Arabic is desirable.
This position is available until 30 September 2026, with possible extension subject to funding and mandate extension.
