Position: CODE ENFORCEMENT OFFICER
Location: Springfield

Position Overview

The purpose of this classification is to perform a variety of technical duties in support of the County’s local code enforcement program; monitor and enforce all applicable ordinances, codes, and regulations related to zoning, land use, building codes, nuisance conditions, environmental, solid waste management, and other matters of public concern; and serve as a resource to provide information on County regulations to property owners, residents, businesses, the general public, and other County departments and divisions.

Principal

Duties and Responsibilities (Essential Functions)
  • Enforce compliance with County regulations and ordinances, including, but not limited to, those pertaining to zoning, land use, building codes, nuisance conditions, environmental, solid waste management, and other matters of public concern.
  • Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of County codes and ordinances.
  • Conduct field investigations, including inspecting properties for violations and contacting and interviewing alleged violators, complainants, and witnesses.
  • Issue and post warning notices and/or notices of violation for code violations and make recommendations on how to remedy violations.
  • Prepare various written reports, memos, and correspondence related to code enforcement activities; maintain accurate and complete documentation of day‑to‑day activities, including hours worked, cases, and inspections.
  • Compile evidence supporting legal actions taken by the County; appear in court as needed; and testify in court proceedings as required.
  • Patrol assigned areas of the County to identify and evaluate problem areas and/or ordinance violations; determine the proper method to resolve violations.
  • Assisted in the design of new forms and records; created information bulletins; and drafted and implemented policy changes.
  • Regular and routine attendance at work is required.
Additional Functions
  • Attend enforcement training, meetings, and workshops as directed.
  • As needed, assist other employees, departments, and the general public to coordinate work activities, review the status of complaints, exchange information, and/or resolve problems.
  • Assist in the training of new code enforcement officers as needed.
  • Perform other related duties as required.
Minimum Qualifications

High school diploma or GED; supplemented by college level coursework or specialized training in building trades, criminal justice, public administration, or other related fields such as International Code Council (ICC), Georgia Association of Code Enforcement (GACE), or Peace Officer Standards and Training (P.O.S.T); and three (3) years previous experience and/or training involving a high level of public contact with some experience dealing with the public in an enforcement, inspection, investigation, or customer service capacity;

or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license. Must possess or have the ability to obtain certification as a Code Enforcement Officer issued by the ICC or GACE.
