This program is required to provide ongoing support for the agencies Network Operations Center (NOC) and Wireless Network Operations Center (WNOC), which are critical components within the Office of Information and Technology (OIT), Enterprise Infrastructure and Operations Directorate (EIOD), and Network Operations Division (NOD). These centers perform real-time monitoring, proactive maintenance, incident detection and response, problem resolution, and network performance reporting across the agencies nationwide enterprise.

They ensure network stability, availability, and the rapid escalation and resolution of technical issues.

Position

Description:

The Technical Manager is responsible for providing technical leadership, direction, and oversight for the planning, implementation, and ongoing operations of complex network and infrastructure systems. This position ensures that all technical aspects of the program align with customer objectives, security requirements, and performance standards. The Technical Manager will oversee technical personnel, manage enterprise monitoring solutions, and maintain the integrity and availability of the network environment.

This role requires strong leadership, hands‑on technical expertise, and the ability to coordinate across diverse teams to deliver mission‑critical IT services effectively and efficiently.

Responsibilities
  • Provides oversight and guidance to the team of technical professionals responsible for supporting Network infrastructure operations.
  • Provides support in the translation of business requirements into telecommunications (e.g., LAN, MAN, WAN, Voice, Radio, Wireless, and Video) requirements and orders.
  • Provides in-depth operational analysis of the agency Network and recommendations for IT alternatives in support of strategic modernization efforts for a nationwide network.
  • Responsible for the management of network performance and end-to-end service quality for the agency Network infrastructure including managing and tracking of quality metrics relative to SLAs and OLAs.
  • Responsible for the review and analysis of overall end-to-end network performance to maintain an acceptable level of network quality of service as per business objectives, predefined network Key Performance Indicators, and established SOPs.
  • Lead and participate in the assessment and selection of the network performance and management tools/systems for existing and new network technologies and services.
  • Provides support to end users, operations personnel, and Government program managers.
  • Monitors and responds to hardware, software, and network problems.
  • Provides the routine testing and analysis of all elements of the network facilities.
  • Utilizes software and hardware tools and identifies and diagnoses complex problems and factors affecting network performance.
  • Troubleshoots network systems when necessary and makes improvements to the network.
  • Provide and support tools enhancements.
  • Perform software and security patching.
Required Skills
  • A minimum of six (6) Plus years of senior level networking experience administering enterprise infrastructures in large complex enterprises.
  • Bachelors degree in related technical fields such as Management Information Systems, Computer Science, Engineering, IT, Networking, and Communication.
  • Working knowledge of networking concepts, infrastructure, and equipment (e.g. routers, switches, firewalls, and load balancers).
  • Experience implementing and administering an enterprise-wide monitoring system for servers, networking devices, and applications.
  • Showcase leadership abilities by managing projects and teams. Be proficient in project management and have knowledge of security and compliance issues.
  • Strong working knowledge of networking concepts and infrastructure, including TCP/IP, routing, switching, firewalls, and load balancing.
  • Hands‑on experience implementing and maintaining enterprise monitoring tools (e.g., Solar Winds, Nagios, Splunk, or similar platforms).
  • Demonstrated experience in project management and team leadership within an IT or network operations environment.
  • Proficiency in network and system troubleshooting using diagnostic tools and logs.
