Position: Assistant General Counsel (S03707)

Job Description

Montgomery College, located just north of Washington, D.C. in Maryland, seeks a dynamic candidate for the full-time Assistant General Counsel in the Office of General Counsel. This is a non-bargaining, exempt, grade 37, exempt position. The position is located at the Central Services Campus in Rockville, Maryland. This position is eligible for telework 1 day a week. This eligibility is subject to change based on the needs of the unit.

The Office of General Counsel provides legal representation, advice and counsel in a variety of substantive areas of laws affecting the College. This position will focus primarily on business and transactions, including construction, data security, environmental health and safety, finance, grants, information technology, insurance, intellectual property, land use, leases, maintenance agreements, procurement, public-private partnerships, real estate, regulatory compliance, risk management and tax.

Duties

include but are not limited to:
  • Drafts, interprets, negotiates, reviews and/or revises contracts, contract provisions, addenda, agreements, memoranda of understanding and other written legal instruments including but not limited to student affiliation and clinical agreements, articulation agreements, construction agreements, data sharing agreements, easements, intergovernmental agreements, leases, NDAs, performance agreements, purchase agreements, maintenance agreements, real estate agreements, service agreements and software licenses.
  • Provides legal advice and counsel throughout procurement process, including RFP’s, bid protests, and contract formation.
  • Represents the College in commercial litigation or mediation and/or assists or communicates with outside counsel representing the College in such litigation or mediation.
  • Assist with review and response to requests for records pursuant to the Maryland Public Information Act.
  • Perform research, draft correspondence, memoranda, templates, releases and other documents.
  • Assist with development and implementation of College policies, procedures and guidelines and provides advice and counsel concerning legal implications of proposed policies and procedures.
  • Engage effectively with colleagues in the Office of the General Counsel, other College units/departments and opposing counsel; assist and manage outside legal counsel when appropriate.
  • Review and maintain currency with laws and regulations impacting the College; provide training or informational materials as necessary.
  • Other duties as assigned by the General Counsel.
Required Qualifications:
  • Juris doctorate from an American Bar Association accredited law school.
  • Member of Maryland bar in good standing, or member of other state bar eligible for admission to Maryland bar.
  • A minimum of 5 years of substantial and progressively responsible experience as a practicing attorney working at a higher education institution, federal, state or local government agency, or similar experience at a law firm, and demonstrated experience directly related to the duties and responsibilities specified.
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship.
Preferred Qualifications:
  • Legal experience with public agencies, including knowledge of public contracting and operations and familiarity with government regulatory compliance.
  • Experience with organization-wide contract review and management.
  • Excellent written and verbal communication skills with the ability to communicate and work effectively with a wide range of constituencies in a diverse community.
  • Excellent drafting and negotiating skills.

    Strong organizational skills and ability to manage multiple priorities and work under deadlines.

Hiring Range: $114,539 – $157,505 annually. Initial salary placement is based on candidate experience and internal equity. The maximum salary for this position is $200,472. Please include a complete resume including all relevant and related work experience.
