- Reviews engineering drawings, site plans and traffic impact studies for various development and construction projects within the City to ensure compliance with City codes, ordinances and standards, and conformance to standard engineering principles, methods and techniques; and makes recommendations for alternative design when necessary.
- Plans and manages assigned projects or programs, including design, preparation of cost estimates, contract administration, inspection approval, and evaluation. Tracks status of projects, prepares reports and updates status with City Engineer or other appropriate personnel.
- Prepares in-house engineering plans, designs, and studies for a variety of transportation infrastructure projects.
- Inspects construction projects and traffic operations for compliance with approved construction plans and specifications.
- Responds to citizen’s and stakeholder’s inquiries, complaints and concerns; gathers & analyzes data and prepares written reports and recommendation for solution based on findings.
- Supports Engineering Department activities and responsibilities for various committees and commissions to provide technical engineering advice and information.
- Computes or checks accuracy of engineering calculations as necessary for Engineering Department review and approval.
- Provides direction and professional engineering support to technical and maintenance staff in the completion of plans, collection of field data, installation and replacement of City signs, and field inspections. Direct staff and officials regarding compliance to mandated regulations.
- Knowledge of regulations governing access management, traffic safety, traffic calming and traffic control devices, traffic signal control systems to control timing, sequence and phasing, Manual of Uniform Traffic Control Devices principles and practices, prepares & implements traffic signal timing plans and striping plans.
- Responds to emergency signal system malfunctions requiring 24/7 availability, monitors traffic signal maintenance work for acceptable performance and compliance to contract.
- Conducts traffic studies of vehicular and pedestrian traffic conditions; evaluates for potential traffic hazards; and prepares reports and makes recommendations accordingly.
- Serves as City liaison and coordinates local programs with State and Federal agencies and neighboring communities.
- Supports Engineering Department activities and responsibilities for Mayor and Board of Aldermen meetings, planning commission meetings, and other sessions to provide technical assistance as needed.
- Keeps records and provides reports and technical information as appropriate.
- Must be punctual and timely in meeting all job performance requirements, including but not limited to attendance and tardiness standards and work deadlines.
- Perform related tasks as required.
- Knowledge of and ability to apply modern principles and practices of civil engineering.
- Knowledge of federal, state, and local laws pertaining to municipal civil engineering.
- Knowledge of project management methods and practices to include methods of preparing designs, plans, specifications, estimates, reports and recommendations.
