Position Summary

The Housing Development Project Manager plays an integral role in securing projects that preserve the supply of affordable housing in our region. The project manager will work to rehabilitate existing REACH properties while increasing the capacity and inclusion of marginalized, low‑income people in the communities we serve. The position emphasizes finance aspects of portfolio preservation and requires a high level of skill in financial project structuring.

Functions / Major Responsibilities
  • Assist Housing Development Director to define and manage real‑estate projects that meet strategic plan goals and carry out REACH’s mission
  • Maintain positive working relationships with colleagues, partners, and stakeholders
  • Serve as point of contact for all real estate development activities on a project
  • Manage real estate projects on time and on budget
  • Perform thorough due diligence of portfolio projects
  • Develop and maintain financial pro‑formas, budgets, draw tracking, and other tools for financial management of the project
  • Negotiate and obtain project financing including grants, loans, tax credits, rental assistance contracts, and other subsidies
  • Prepare funding applications, negotiate financing agreements, coordinate closings, and manage disbursements
  • Select and manage development teams (architects, general contractors, relocation consultants, attorneys, and other consultants)
  • Negotiate and manage all vendor and consultant contracts
  • Work with neighbors, local governments, and stakeholders through community engagement
  • Oversee land use, design review, and permit process
  • Manage construction process, including attending construction meetings, managing change orders, reviewing RFIs and submittals
  • Coordinate lease‑up with Property Management and Resident Services staff
  • Prepare progress reports to REACH staff and board, financing partners, and stakeholders
  • Coordinate transition of completed projects to the property/asset management staff
  • Identify and mitigate risks
  • Maintain appropriate records of all real‑estate activities
  • Support the department functions and organizational growth
  • Participate in industry meetings and conferences
