The Role

Senior Consultants at Newtrality lead the design and delivery of high-value solutions for Local Government, combining strategic insight with hands‑on programme and project leadership. They apply deep, current sector knowledge to complex, often ambiguous environments, shaping realistic and practical outcomes that respond to the challenges councils face.

Working alongside clients, they bring effective and innovative approaches to problem‑solving across areas such as Local Government Reorganisation, target operating model design and implementation, service redesign, financial sustainability, organisational change and rising service demand.

Senior Consultants take accountability for providing high‑quality consultancy skills – asking the right questions, diagnosing needs, and co‑designing pragmatic, impactful solutions that achieve measurable results.

Depending on the scale and nature of the engagement, they act as programme or project lead, or partner closely with those in those roles, assuring delivery quality and outcomes for clients and the wider sector.

The role spans strategic consulting, project and programme management, and elements of product development, with opportunities to influence business direction and contribute to the growth of our consultancy Community of Practice.

Key Responsibilities
  • Anticipates political sensitivities, organisational pressures and stakeholder dynamics, adapting delivery plans and communications to maintain alignment, confidence and momentum across complex client environments.
  • Leads the delivery of complex projects and programmes, bringing structure, pace and clarity to ambiguous briefs and using evidence, insight and proven delivery methods to achieve outcomes within agreed scope, timescales and quality expectations.
  • Designs, applies and improves scalable consulting frameworks, tools and approaches that create consistency across work streams, support effective decision‑making and enable successful delivery in different client contexts.
  • Builds credible, trusted relationships with clients at all levels, from operational teams to senior leaders, managing expectations pragmatically and providing constructive challenge with confidence, empathy and professionalism.
  • Leads internal improvement initiatives and retrospectives, drawing on market knowledge, sector insight and lessons from delivery to test new approaches, strengthen quality and continually improve how the consultancy works.
  • Mentors and coaches junior colleagues, sharing knowledge, supporting professional development and contributing to the growth of both sector expertise and consulting capability across the team.
  • Identifies opportunities to extend existing work, deepen client relationships and contribute to business development, leading elements of sales, proposal and extension activity where appropriate.

For this role, we are looking for someone who has experience consulting within the Local Government sector at a mid to senior level or has worked within an authority within a change or transformation focussed role.

You’ll be able to evidence delivery of complex projects and programmes that have delivered meaningful impact within a given period of time – this can be a short and sharp discovery, or an org‑wide transformation that lasts 12–18 months.
