Morgan Hunt are delighted to support a public sector organisation as they look to welcome a Procurement Advisor for an initial 6 months.
Key Responsibilities- Partner with senior stakeholders and leadership teams to identify current and future procurement requirements, developing medium- and long-term procurement plans.
- Provide expert procurement advice to ensure compliance with UK public sector procurement regulations while achieving value for money and effective risk management.
- Manage end-to-end procurement activities, from requirement definition through tendering, evaluation, contract award, and implementation.
- Deliver a range of procurement projects, including open market tenders, framework mini-competitions, and direct awards through established public sector frameworks.
- Draft and managed contract documentation, including extensions, variations, and amendments.
- Ensured all procurement activity complied with governance requirements, policies, and procurement regulations.
- Maintain accurate procurement records and supported process improvements through standardisation, automation, and data-driven reporting.
- Deliver guidance and training to contract managers and business stakeholders on procurement processes, governance, and contract management best practices.
- Identify procurement risks, developed mitigation strategies, and supported continuous improvement initiatives across the procurement function.
- Extensive experience in public sector procurement, delivering end-to-end tender processes for professional services in line with Government Commercial standards, procurement best practice, and contract management principles.
- Strong knowledge and practical application of UK public procurement legislation, including the Public Contracts Regulations 2015 (PCR 2015) and the Procurement Act 2023, across procurements of varying size, complexity, and risk.
- Proven ability to manage multiple concurrent procurement projects, prioritising workloads, meeting deadlines, and independently driving tender and contract award activities with minimal supervision.
- Excellent commercial acumen, stakeholder management, and communication skills, with the ability to influence senior stakeholders, negotiate effectively, and utilise Microsoft Excel and Word to support procurement planning, reporting, and governance.
