Senior Quantity Surveyor

Location: Glasgow (Hybrid Working)

About the Role

We are currently recruiting for an experienced Senior Quantity Surveyor on behalf of a leading organisation operating within the Nuclear Defence sector. This is an exciting opportunity to join a major programme delivering critical national infrastructure and supporting the UK’s long‑term defence capability. The successful candidate will play a key role in leading pre‑contract commercial activities, driving procurement strategy and ensuring robust commercial governance across complex projects.

Key Responsibilities Commercial and Procurement Leadership
  • Lead and manage pre‑contract commercial activities across major infrastructure and engineering projects.
  • Develop and implement procurement and commercial strategies aligned with project objectives and client requirements.
  • Support business planning and decision‑making through robust commercial analysis and reporting.
  • Ensure commercial governance and compliance throughout the tendering and procurement process.
Cost Planning and Estimating
  • Prepare detailed cost plans, estimates and benchmarking exercises.
  • Produce commercial appraisals to support investment and procurement decisions.
  • Develop accurate pricing strategies and cost models for major project opportunities.
  • Monitor cost assumptions and commercial risks throughout the bid process.
Tender Management
  • Prepare tender documentation and commercial submission requirements.
  • Manage tender processes from issue through evaluation and contract award.
  • Undertake detailed tender evaluations, commercial assessments and negotiations.
  • Support supplier and subcontractor engagement activities.
NEC Contract Management
  • Assist with the preparation, review and administration of NEC3 and NEC4 contract documentation.
  • Ensure commercial schedules and contractual documentation are accurate and compliant.
  • Provide advice on contractual obligations, risks and commercial considerations.
  • Support the development of contract strategies aligned to project requirements.
Risk Management
  • Identify, assess and quantify commercial risks and opportunities.
  • Develop mitigation strategies to minimise commercial exposure.
  • Support the preparation of risk assessments and commercial risk registers.
  • Ensure risk considerations are incorporated into procurement and commercial strategies.
Stakeholder Engagement
  • Work collaboratively with multidisciplinary teams including engineering, planning, procurement and project delivery functions.
  • Build effective working relationships with clients, suppliers and internal stakeholders.
  • Provide commercial advice and support to project teams and senior management.
  • Influence decision‑making through the provision of commercially sound recommendations.
Essential Requirements
  • Proven experience in a Senior Quantity Surveyor or Quantity Surveying role within major infrastructure, engineering, defence, nuclear or construction projects.
  • Strong knowledge and practical experience of NEC3 and NEC4 forms of contract.
  • Experience leading procurement and tendering activities within complex project environments.
  • Excellent commercial awareness with strong analytical and problem‑solving capabilities.
  • Experience preparing cost plans, estimates, commercial appraisals and risk assessments.
  • Strong negotiation and stakeholder management skills.
  • Ability to interpret technical, contractual and commercial information effectively.
  • High level of attention to detail with strong organisational and time management skills.
  • Experience working collaboratively within multidisciplinary project teams.
Qualifications
  • Degree qualified in Quantity Surveying, Commercial Management or a related discipline, or equivalent industry experience.
  • Membership of, or working towards membership of, a recognised professional body such as RICS, CICES or equivalent is desirable.
