Torbay Council is seeking an enthusiastic and motivated EHCP Officer to join our SEND and Inclusion Team. This is an exciting opportunity to play a key role in coordinating Education, Health and Care Plan (EHCP) processes and supporting children, young people, and families across Torbay.

As an EHCP Officer, you will be responsible for coordinating statutory assessments and planning for children and young people with SEND. You will oversee a caseload of EHCPs, working closely with families, schools, health professionals, social care colleagues, and other partners to ensure that children receive appropriate educational provision and support.

• Coordinating and drafting Education, Health and Care Plans.
• Managing complex casework and statutory SEND processes.
• Monitoring and reviewing EHCPs through Annual Reviews.
• Working collaboratively with schools, colleges, health services, social care, and families.
• Supporting timely placement decisions and educational transitions.
• Ensuring statutory duties and timescales are met in line with SEND legislation.
• Contributing to positive outcomes for children and young people with SEND.

We are looking for someone who has:

• Experience working with children and young people with special educational needs.
• A sound understanding of SEND legislation, statutory processes, and current guidance.
• Excellent written and verbal communication skills.
• Strong analytical, decision-making, and problem-solving abilities.
• The ability to manage competing priorities and meet deadlines.
• Experience of working collaboratively with professionals across multiple agencies.

This position is for a fixed term of 12 months from the start date.

This post will be carrying out Regulated Activity. As such the post will require an Enhanced Criminal Record Check plus an additional Barred List Check. The check will reveal any spent and unspent convictions and adult cautions (which have not been filtered), any local Police information and a check of either the Adult, Child or Adult and Child Barred Lists.

Interviews are expected to be conducted during the week commencing 24th September 2026.

This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.

Essential:

• A thorough understanding of current legislation and DfE guidance and developments in special educational needs.
• A broad understanding of issues surrounding general developments in educational assessment and intervention.
• Knowledge of working with schools as systems.
• Knowledge of legislation and procedures relating to assessment and provision for children with special educational needs.
• An understanding of the implications of the emerging changes to legislation relating to special educational needs.

Essential:

• Educated to GCSE O Level standard or equivalent.
• Evidence of continued professional development.
• Experience of working in schools.
• Experience of working in more than one professional area.
• Experience of Person-Centred Planning methodology.
