Overview

The Engineering Manager leads technical delivery across major projects or multiple work fronts, overseeing design development, integration, and execution from concept to completion. On smaller schemes, they provide strategic oversight of programme, quality, and compliance, ensuring regulatory standards and client expectations are met. Accountable for technical assurance and team performance, the role drives planning, resource coordination, and risk management while influencing commercial decisions and supporting contract management.

Acting as the primary technical authority in their area of expertise, the Engineering Manager ensures designs are buildable, safe, and cost‑effective, providing leadership to deliver high‑quality, sustainable outcomes in regulated environments.

Roles and Responsibilities

Provide strategic oversight of design development; review for constructability, safety, and cost efficiency, ensuring alignment with project objectives and regulatory requirements.

Quality Assurance & Control

Set and enforce quality standards across engineering and construction; ensure compliance with framework requirements. Oversee inspections, technical assurance, and resolve non‑conformances to achieve Perfect Delivery.

Health, Safety & Environment

Contribute to nuclear safety culture and assist in ensuring compliance with CDM, site licence conditions, and client standards. Contribute to the development and implementation of safe systems of work, RAMS, and risk mitigation strategies. Participate in HAZCON reviews and help embed proportionate safety measures.

Planning & Coordination

Lead integration of engineering activities into project programmes; manage technical interfaces, dependencies, and risks to maintain schedule, optimise delivery, and support recovery strategies.

Technical Leadership

Act as primary technical authority for the CS&A discipline; provide guidance on design interpretation, temporary works, and engineering assurance across multiple work fronts and other disciplines. Ensure governance and compliance with regulatory frameworks.

Commercial & Contract Support

Provide technical input on change, compensation events, and programme impacts; ensure alignment with NEC principles and project governance. Assess cost and schedule implications.

Resource & Capability Management

Develop and manage SQEP engineering resources; identify training needs, mentor senior engineers, and ensure effective deployment to meet project demands.

Digital Engineering

Drive adoption of BIM, 4D planning, and digital tools; lead innovation and promote lessons learned for continuous improvement and efficiency. Capture lessons learned; mentor engineers, standardise methods, promote innovation aligned to programme and safety across business unit.

Stakeholder & Interface Management

Maintain high‑level relationships with design consultants, lot partners, and client representatives; ensure effective implementation of design agreements and technical strategies across the supply chain.

Information Management

Provide support to the IM function, underpinning the importance of this function and helping to ensure compliance.

Skills and Qualifications
  • Education:

    Level 6 qualification in Civil or Structural Engineering – for example BSc (Hons) or BEng (Hons), Level 6 NVQ in an appropriate engineering discipline, or a Level 6 Degree Apprenticeship. Comparable international engineering qualifications at an equivalent level, as confirmed through recognised comparability processes (e.g. UK ENIC), are also acceptable. MSc or MEng desirable.
  • Professional Membership:
    Chartered Engineer (CEng MICE) or equivalent or actively working towards chartered status. Active participation in affiliated professional bodies (e.g., Institution of Civil Engineers).
  • Certifications:

    Valid CSCS card, CITB Site Safety Plus (SMSTS or similar).
  • Experience:

    Significant senior‑level experience in engineering within infrastructure projects. Previous background in project engineering, coordination, and technical assurance in regulated environments (nuclear preferred).
