Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. We work in a hybrid way, with colleagues spending around 20% of their time in the office, equating to one day each week.

Job summary

Are you passionate about shaping policy that makes a real difference for consumers and the energy market? Ofgem is seeking a Senior Policy Lead to drive one of the key work streams within our ambitious Debt Strategy, which aims to reduce the impact of energy debt on suppliers and consumers.

This is a high-profile role requiring strategic thinking, strong stakeholder engagement, and the ability to deliver complex policy solutions under pressure. You will lead end-to-end policy development, producing clear, evidence-based recommendations and drafting concise documents, including board papers and future strategy publications.

Key Responsibilities and Outputs
  • Responsible for owning and managing one of the work streams under the debt strategy, including end to end policy development and provision of high quality, timely and evidence-based policy options & recommendations
  • Drafting of clear and concise documents, including board papers and supporting drafting for any future Debt Strategy publication
  • Supporting and directing key work streams and projects, including responsibility for internal and external stakeholder engagement by prioritising, scoping and delivering work.
  • Engaging with legal, economists, subject matter experts in a challenging policy area combining regulatory social and economic considerations.
  • Management of 1 Level 2A (HEO).
  • A solid understanding of the GB retail energy market, including key stakeholders, the regulatory environment, and the commercial and operational factors that shape consumer outcomes. (LEAD)
  • Experience in engaging with and managing multiple stakeholders, building effective relationships, and maintaining clear and consistent communication across diverse groups. (LEAD)
  • Experience of delivering fast‑paced and complex policy development in a high‑profile role, managing competing priorities and producing high‑quality outputs under pressure.
  • Demonstratable interest and/or experience of, public policy, the energy sector, or net‑zero.
  • Ability to analyse complex information, identify issues, and develop evidence‑based solutions.
  • Ability to manage different work activities or work streams to keep projects on track and ensure timely delivery.
  • Experience of compliance or financial resilience/ financial modelling
