we are seeking a proactive, experienced and forward-thinking senior housing strategy and policy officer to lead on the development and delivery of innovative housing strategies that respond to current and future housing needs.

this is a key strategic role, working closely with internal teams, elected members and external partners to deliver sustainable housing solutions that support economic growth, tackle homelessness and improve housing standards.

key responsibilities

  • develop and implement housing strategies aligned with corporate objectives and national policy.
  • lead on research, data analysis, and forecasting to inform housing needs assessments.
  • manage strategic housing projects, including affordable housing delivery and regeneration initiatives.
  • provide expert advice on housing policy, legislation, and funding opportunities.
  • oversee research, consultation, and engagement with communities and partner organisations.
  • build strong partnerships with developers, housing associations, and community stakeholders.

about you

you will be a strategic thinker with excellent analytical and communication skills, able to manage complex projects and influence a wide range of stakeholders.

  • proven experience in housing strategy and policy development.
  • strong understanding of housing legislation, policy, housing markets, affordable housing delivery, planning frameworks, and funding mechanisms.
  • excellent analytical, project management, and stakeholder engagement skills.
  • ability to influence and negotiate at senior levels.
  • degree or equivalent qualification in housing, planning, or related discipline.

this role operates on a hybrid basis with a combination of home working, office attendance within the civic centre, motherwell and site visits/meetings as required across other locations.

working pattern:

monday - thursday: 08:45am - 16:45pm

friday: 08:45am - 16:15pm
