The Digital Connectivity Division within the Scottish Government is responsible for delivering programmes that improve Scotland’s digital infrastructure, ensuring people and businesses have access to reliable and future-ready connectivity

The team’s purpose is to support Scotland’s economic, social and environmental wellbeing by delivering digital connectivity programmes that provide fair and equitable access to broadband services across the country.

As a Senior Portfolio Management Office (PMO) Officer, you will provide project, programme and portfolio support across major digital infrastructure programmes, leading on areas such as governance, financial management, stakeholder engagement and continuous improvement activities.

The main objective of the role is to ensure the effective management, oversight and delivery of digital connectivity programmes by promoting best practice, supporting decision-making and driving continuous improvement across the portfolio.

Responsibilities
  • Leading the PMO Governance function, which includes:

    -Oversight and continuous improvement of the overall governance structure, and supporting the Divisional Management Team to enable robust decision- making.

    - Leading the team in the planning and preparation of Programme and Portfolio Delivery Boards, providing high-quality products for boards, delivering a v secretariat function where applicable, and ensuring that decisions and actions are progressed appropriately.

  • Leading the Divisional Financial Management processes, including:

    - Overseeing the financial services of the PMO, including working with budget holders to develop robust projections and monitoring spend to inform divisional and corporate finance reporting processes. This includes a lead role in commissions such as spending reviews and year-end processes.

    -Leading the monthly Financial Management Meeting, comprising senior members of staff.

    -Overseeing investment proposals to ensure appropriate approvals are received for new spend.

    - Acting as an escalation point for payment process queries.

  • Leading planning activities and portfolio benefits management across the division.
  • Providing PMO leadership for ad hoc cross-cutting projects, ensuring PPM principles are applied.
  • Supporting the PMO Manager in the management of contracts, ensuring they deliver value for money and that services are optimised to achieve objectives.

This role sits within a flexible B3 cadre, able to support and adapt across all aspects of portfolio and programme management. You will also be expected to undertake activities such as resource management, risk and issue management, continuous improvement, procurement, reporting and other PPM tasks (as outlined in Digital Connectivity’s PMO Service Provision and PPM Toolkit), providing support across all programmes as required.

Experience
  • The PMO Analyst will have experience working within a PMO supporting complex projects or programmes. They will have a strong understanding of project, programme and portfolio management (PPM) principles, and experience in defining, maintaining and applying delivery standards.
  • Excellent written and verbal communication skills, with the ability to build strong effective relationships with stakeholders in a fast-paced environment.
  • Ability to collate, organise, analyse and use information whilst working on your own initiative, adding value and quality at all stages.
